The City Council did not take action, but continued the matter to May 21, 1974 to allow time for additional information to be presented on the proposed General Plan densities and proposed circulation. Staff is submitting a report addressing the relationship of the recently adopted Open Space and Conservation element and applicable ordinances, to the development as it is proposed. Exhibit^ 1. A-B no.Date.- May 21, 1974 City Manager's Recomm&nri*ion As indicated in the "Statement of the Matter," the Council continued this item to allow time for additional information to be presented on .its relationship to the proposed General Plan densities. In trying to read the Council's direction the staff also looked at the development as it relates to the Open Space Element of the General Plan. Some recommendations are made in the attached staff report which we feel would bring it into closer conformity with the intent of that Open Space Element. Intent, however, is a subjective determination and it may be that the Council is satisfied with the present proposal. If so, the proper action would be to approve the Zone Change and the Specific Plan, referring the matter to the City Attorney for preparation of the necessary legal documents. If the Council feels the plan should be amended, as suggested by the staff, the Council could approve the Zone Change and refer the Specific Plan back to the Planning Commission for review and redesign. Mr. Zongkers1 letter requesting reconsideration at the March 6, 1974 City Council meeting may be appropriate, if the following determinations can beimade: That the work on the circulation element has been substantially completed with specific reference to circulation along the north shore of the Agua Hedionda Lagoon. The Circulation Committee and the City Engineering staff recommendation that circulation be accomplished within a 60 foot right-of-way, and the possibility of one-way couplets considered as a means of satisfying the circulation demands generated by multi-family residential units on the north shore of the Agua Hedionda Lagoon. As of this date, these recommendations are at staff level and have not been presented to the Planning Commission or City Council, therefore, if you are desirous of placing the item on the Agenda, staff may be in a position to state that the subject development may proceed, providing the 60 ft. right-of-way and one-way couplets are utilized. The subject application, however, was not continued pending consideration of the entire General Plan effort, but, only that part of the General Plan that would apply to the area along the north shore of the Agua Hedionda Lagoon. I understood that the continuance-of the Agenda Bill and resolutions was predicated upon a traffic circulation and density study of only the north shore of Agua Hedionda Lagoon. IviOWj 1 understand that the studies not only exceed the north shore area, but -also exceed the "subject area" described in the continuing motion; in fact, the study, as I understand it, includes the whole City of Carlsbad.
