As a condition of tentative map time extensions, developers are required
to comply with the Council Policy #17 regarding public services. The
developer of Occidental Land Co. has been asked to comply with this
request.

Staff-Recommendations: to City Manager
.If the developer .satisfies the public service policy requirement,
staff recommends that Council approve a one year time extension of
Carlsbad Tract 71-2 subject to approved conditions of Resolution
Ho, 3130 and including added condition #7:
7. Participate in the construction of traffic signal systems at street
intersections within and immediately adjacent to the CT 71-2 tentative
map area in accordance with Council policy in effect at the time of
recordation of the final map(s).

City Manager's Recommendation
At"the time .of this writing the developer is still negotiating
with the School District to meet the Public Facilities Policy.
The City is also involved in these negotiations because of
some tentative "commitments made to -the developer prior to the
development of a Public Facility Policy. It is anticipated
that a two week extension will be requested^ and the staff would
recommend that it be given. - •

The staff has been negotiating with Occidental to develop a
new "Poinsettia Bridge Agreement. In addition to the Bridge
Agreement, conformance with the Public .Facility Policy and
a Letter of Credit in connection with the Bridge Agreement
are required. An oral report will be given to the Council
.concerning Occidental's compliance with these requirements-
If they are.met,- it is the staff's recommendation that the
Tentative Map be extended with the addition of condition 7,
relating to the Traffic Signal Policy.
