De Vore, requesting an appearance at the May 21, 19/4 Council Meeting to discuss several matters: 1) a Progress report on land planning activities for Japatul property, located north . of Palomar Airport and westerly of El Camino Real; 2) a recommendation as to how land use planning and the annexation for the property might be processed. Further details concerning this will be presented by Mr. De Vore and his associates at that meeting. In order to assure the Council and the public that all information is available at each stage of the process, the staff has discussed with representatives of Japatul, the Master Plan and the adoption of a Specific Plan for the development of all of Japatul1s holdings in this area, which includes both the refinery site and the proposed industrial park. This Specific Plan would then be approved concurrently with any prezoning and be accomplished prior to annexation of the land to the City. Specific details of what is to be placed on the land should not be discussed at this meeting since they will be the subject of later public hearings both before the Planning Commission and the Council. It is the staff's opinion that this process is the most open and fairest way to proceed for all concerned - the public, the City Council and Japatul Corporation. If the Council agrees, the appropriate action would be to refer the matter to the staff for development and processing of a Specific Plan and prezoning. Progress report on land planning activities for Japatul property located north of Palomar Airport, and westerly of El Camino Real. This report will be a follow-up of the progress report contained in my letter of February 4, 1974. Among the items to be discussed will be the introduction of Mr. Owen Menard and his associates, a well know Southern California consulting firm, who has been chosen to prepare a land use plan for our property. 2. Recommendation as to how the land use plan for the property might be processed. This will clarify the pre-zoning and annexation questions. Japatul will recommend that a single precise land use plan be developed for light, attractive, well- planned industrial uses for its property. The plan will include the land that would be proposed for the Macario Independent Refinery. The develop- ment of a single precise land use plan would clarify the intentions of Japatul to use its property. Discussion of the merits of contacting other governmental agencies during the land use planning process such as the Environmental Protection Agency and the Federal Aviation Administration. I am sure these reviews would be helpful to the City and ourselves during preparation of the land use plan. Please let me know at your earliest convenience if this request can be approved. This letter will provide you with a progress report on the land planning and annexation activities for our property located north of Palomar Airport, and westerly of El Camino Real. . Early in January 1974 a letter inviting proposals to • Master Plan our property was mailed to a number of professional land planning consultants located in the Southern California area. This was done after consulting.with your staff and the County of San Diego. On January 24, wa met with these consultants and it was agreed that we would receive their proposals no later than March 1, 1974. Thereafter, we will, as soon as possible, review each proposal and choose a firm to prepare our Master Plan. We will advise your Planning Staff of our choice. We believe we have an opportunity to provide for this property one of the best Master Plan concepts in the Southern California area and we intend to do just that. We envision an industrial park which reflects the desires of the City of Carlsbad. We are not talking about industries such as manufacturers of plastic, various chemicals and gases, foundries, steel plants, smelting plants and other heavy industries. It would be our plan to develop the property over a period of years to meet the need of the labor input .in Carlsbad, and not to craata a boom over a short period. We have asked that the consultant speak to this In the Master Plan. Tha Plan will ba sub raittad to your-Honorable Sody for approval when it iscompleted. . The January 24 meeting' was also helpful In conveying to these consultants the need to work closely with the City of Carlsbad and to adhere to the Carlsbad General Plan'. Additionally, the consultant whom we select will need to work with the County of San Diego, which is at this time - holding up its plan for the expansion of Palomar Airport until our planner can begin work on our project. We are fully aware that you, like ourselves, are concerned over several projected plans for the airport expansion, • and it is important that we work together to provide a plan satisfactory to everyone. • • The Comprehensive Planning Organization (CPO) is also working, through a private consultant, on a land use plan for ' all the area around the Palomar Airport. Our consultant will be instructed to work closely with CPO, for their plan will reflect the desires of the County for the region. -F. -W.
