ESTABLISHING POLICE LIEUTENANT POSITION William C. Baldwin

Statement of the Matter
As you are aware, a substantial portion of the LECAR Study
recommended that a position of Lieutenant be established
for line authority. The establishment of this position will
enable us to proceed with�the recommendations without further
delay.
We intend to promote from within for this position and, after the
budget is approved, we will then proceed to fill the vacant
position.
The cost factor is negligible in terms of money for two reasons;
the pay between the 'E' step of Sergeant and the IV step of
Lieutenant is only $29.00. There is virtually no impact on
this year's budget.

`It is recommended by staff that this position be established
immediately in order to implement the LECAR study.

Date: May 21, 1974
Concur with staff recommendation. Many recommendations in
the LECAR Report tied together with the organization. Chief
Hawe is presently working on carrying out these recommendations,
but the matter of whether the City will have a Police Lieutenant
or not, must be resolved before he can accomplish some of the
reorganizat :)n and the development of a Police Manual for the
department. Approval of this position is a commitment to
continuing it through next year, although I am placing the
position in the Police Department 1974-75 Preliminary Budget,
and am requesting a replacement of the vacated position at
the Patrolman level,, This will not commit the Council to approval
of the additional man in the Department, only to the Police
Lieutenant position.
