Mr. Dave Ellsworth has proposed that, in exchange for the use of the
northerly 58,feetf of the City-owned lot south of Elm, he would land
scape and pave for parking the remaining portion of the lot adjacent
to the Fire Station (see attached Exhibit A).
If Council agrees, in concept, with the exchange, they should instru staff, including the City Attorney, to deal with Mr. Ellsworth on th
exact details, prepare the necessary docunents and submit the packag
to Council for formal approval.

Mr. Ellsworth-approached the City and requested that the staff
* review t-he possibility of a land exchange as outlLned in'the
Public Works Administrator memo to the City Manager dated
April 24, 1974. 'One of the conditions of the exchange not .
mentioned in the memo is that the City would have perpetual
rights over this property for ingress and egr.ess. The proposal seems to have sufficient merit to investigate further but I
feel the Council should concur with the general. concept before additional staff time is expended in working out all details
and making'final recommendations. .

TO : City Manager
FROM : Public Works Administrator
SUBJECT; Ellsworth property exchange
Mr. Dave Ellsworth has proposed that, in exchange for the norther1 58 feetf of the City-owned lot south of Elm, he would landscape an
pave for parking the remaining portion of the lot adjacent to the
Fire Station (see attached drawing).
Staff discussion involving Parks and Recreation, Fire, Planning an Public Works resulted in a concurrence of opinion that such an exc
could be beneficial to the City, provided certain steps were taken
insure that the City received full value for the land.
The proposal as it now stands would be for the City to sell or lea
to Mr. Ellsworth the northerly 58 feetf of the parcel, reserving i
perpetuity an ingress and egress easement. In return, Mr. Ellswor
would remove the existing small parking lot east of the Fire Stati
landscape the northerly 20 feet (next to the street) and pave and stripe the remaining flor City parking.
If Council agrees, in concept, with exchange, then the next step w be to instruct staff to work with the City Attorney and Mr. Ellswa to work out the exact details of the exchange, prepare the necessa
documents and present the package to Council for formal approval.
Recommendation
It is recommended that, if the City Council agrees in concept witk
the proposed exchange, they instruct staff and the City Attorney t
work out the specific details with Mr. Ellsworth and report back t
Council for their approval, prior to execution by the City, of thc
completed package.
