Council ' Action -2- MEMORANDUM June 10, 1974 TO: City Manager FROM Planning Director SUBJECT: Sphere of Influence The City of Vista recently requested the City to accept their proposed sphere of influence "outlined on the attached map." The City has traditionally accepted the position that the City's boundary would be identified by the following existing boundaries: a) The CMWD Water Service Boundary b) The Carlsbad Unified School District boundary c) The La Costa Land Company holdings currently within the City of Carlsbad d) Existing City limits The City of Vista identified the 660 acre Loker property as being the service responsibility of Carlsbad. The City's potential boundaries are therefore well defined. The attached map more specifically identifies the City's ultimate City limit. The attached correspondence iddicates: a) The City of Vista City Manager's request for action b) Minutes from City of San Marcos City Council meeting stating their understanding of the proposed "Sphere" boundary c) Carlsbad Planning Director^ letter of understanding to Brooks Cavanaugh, Planning Director, City of Vista. CA May 30, 1974 Paul Bussey, City Manager City of Carlsbad 1200 Elm Avenue Carlsbad, California 92008 Dear Paul: The San Diego County Local Agency Formation Commis- sion is currently planning to conduct a county-wide study that will establish spheres of influence for all jurisdictions in this county. That plan, based upon its depth, will take from one to one and one- half years to complete. This presents problems for all of us locally in that we will be limited in our overall planning for future growth and appropriate , levels of service. The Vista City Council has approved the staff recom- mendation for our proposed sphere of influence and has instructed me to request that this be presented to your City Council with the further request that it will be endorsed as an interim plan that will be presented to LAFCO for approval. We are mindful of the possibility that you may not totally agree with our proposed sphere, but we feel there is a real need to enter into some form of mutual understanding as to where our respective city limits should be set. If each jurisdiction can agree as to ultimate limits, we feel that we can obviate future land disputes and can proceed effectively with our land use planning. Very truly yours, Jose^p-h J. Encroachment Agreement was prepared by the City Attorney for proper signatures. No action. CITY MANAGER. A. ANNEXATION. Staff presented a map outlining seven overlays of service areas within the San Marcos "sphere of influence" and staff recommended that the San Marcos Fire Protection District boundary lines be considered as San Marcos "sphere of influence", along \\rith the San Marcos County Water District boundary lines. Mr. John Manaux, La Costa, spoke regarding the proposed La Costa annexation to the City of Carlsbad, and suggested that the indus- trial area and Meadowlark area west of Rancho Santa Fe Road, and the extension of Melrose be the boundary line and within the City of San Marcos "sphere of influence". Mr. Jack Arnold, City Manager, City of Carlsbad, spoke regarding the proposed annexation in that they wished to work together to make a proposal in person to the Local Agency Formation Commission to come up with a boundary to present to LAFCO, •*" 1200 ELM AVENUE CARLSBAD, CALIFORNIA 92008 PLANNING DEPARTMENT March 12, 1974 TELEPHONE: (7 U) 729-113) €itp of Carlsftafc Mr. Brooks Cavanaugh, Planning Director City of Vista Vista, California, 92083 Subject: Vista and Carlsbad Spheres of Influence Dear Brooks: . It has been brought to my attention that the City of Vista has adopted an Interim Sphere of Influence which covers approximately 650 acres in the easterly section of the City of Carlsbad. The 650 acre "Loker Property" is currently under discussion with the City of Carlsbad staff and it is assumed that a request for approval for annexation, preannexational zoning and adoption of a master plan will be presented to the Planning Commission.in the near future. Based on prior discussions between you and I, it is my understanding that the City of Vista does not have an interest in annexing the Loker Property. The property is in the Carlsbad Unified School District, Carlsbad Municipal Water District, is contiguous to Carlsbad boundaries on two sides (west and south) and is under the sewer service responsibility area of the City of Carlsbad, The City Council has established an Interim City of Carlsbad Sphere of Influence as being co-terminus with the Carlsbad Municipal Water District boundaries, especially in the easterly portion of Carlsbad. Therefore, I would respectfully request that any correspondence you may have with LAFCO, indicate your concurrence in excluding the Loker Property from your Sphere of Influence. , Any questions you may have, please contact me at your convenience.
