Statement -- of the Ilatter
The City Council through the City Manager is engaged in a process
of meet and confer negotiations with the employee groups regarding
salaries for the Fiscal Year 1974-75. It is unlikely that these
negotiations will be concluded prior to the start of the fiscal
year and it is desirable that we continue these negotiations past'that date. We are asking that the City of Carlsbad classi-
fication and salary range scheduled for the Fiscal Year 1973-74, mdadopted for the City by Resolution No. 3297, be adopted as
the interim salary plan for Fiscal Year 1974-75. range for Fiscal Year 1974-75 retroactive to and effective as of JulylJ974 will be presented when negotiations through meet and confer process are completed.

RESOLUTION NO. 3444
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFOmIA, ADOPTING
AN INTERIM SALARY PLAN FOR THE CITY FOR
THE 1974-75 FISCAL YEAR.
WHEREAS, the City Council through the City Manager is
engaged in a process of meet and confer negotiations with three
employees' groups regarding salaries for the 1974-75 fiscal year;
and
WHEREAS, it is unlikely that the negotiations will be
concluded before the start of said year, and it is desirable to
continue negotiations past that date; and
WHEREAS, it is necessary in order to adopt a preliminary
operating budget to establish an interim salary plan; and
-WHEREAS, the City Council contemplates the adoption of a
salary plan amending the interim plan when the negotiation and
budget process is complete and intends to make any salary increase:
which may result from that process retroactive to July 1, 1974;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the
City of Carlsbad as follows:
1. That the above recitations are true and correct.
2. That the "City of Carlsbad Classification and Salary
Range Schedule Fiscal Year 1973-74" adopted for the City by
Resolution No. 3297 is hereby adopted as the interim salary plan

for fiscal year 1974-75.
3. That the City intends to consider changes to that
schedule resulting from the ongoing meet and confer negotiations
and budgetary processes and intends that any resultant salary
increases will be incorporated in the final salary plan for fiscal
year 1974-75 and will be retroactive to and effective as of July 1
1974.
