Statement of the Matter
On August 7, 1973, the City Council by Resolution No. 3187 approved
the tentative map of Carlsbad Tract 73-13. The owner has requested
that the subject tentative map be extended for a period of one year
to August 7, 1975. The City Engineer advises that Planning, Engineering,
Fire and Building Departments have been contacted to determine if they
have any objections to the extension of the tentative map, and having
no objections, it is recommended that the City Council approve the
extension of the tentative map.

The Public Facilities Policy as it relates to schools has been met.
This project has now been reviewed by the Coast Commission. As a
condition of approval the number of units has been reduced from
87 to 48. This will cause no substantive change in earlier Council
approval of the Tentative map.

Please be advised that Harold Thompson hereby requests a continuance until
August 6, 197^- on the vote regarding a one year extension on Tentative Map
CT73-13-
The San Diego Coast Regional Commission is to have their Final Vote on the
project July 19, 197*4- and until we receive their approval we see no need to
proceed with the tentative map extension.
We have discussed school district fee requirements with Mr. Fred Lance and
at this time have not completed the necessary forms nor have we decided how
to fulfill the obligation, by a bond or a note, once an agreement is reached.
Would you please grant a continuance until August 6, 197^ so that these
problems can be resolved.

with the San Diego Coast Regional Commission, dating back to August, 1973,
and we are still working to obtain their approval.

A RESOLUTION OF THE CITY .COUNCIL OP THE CITY OP
CARLSBAD, CALIFORNIA, APPROVING TENTATIVE MAP
(CT 73-13), A DEVELOPMENT OP 87 UNIT CONDOMINIUMS
ON PROPERTY GENERALLY LOCATED ON THE SOUTH SIDE OP
WALNUT AVENUE BETWEEN LINCOLN STREET AND THE
A.T. '& S.F.. RAILROAD RIGHT-OF-WAY.

WHEREAS, on the 24th day of July, 1973, the Carlsbad City
Planning Commission adopted Resolution No. 933. recommending
to the City Council that Tentative Map (CT 73-13) be
conditionally approved; and
WHEREAS, the City Council of the City of Carlsbad, on the
7th day of August * 1973, considered the
recommendation of the Planning Commission; and
WHEREAS, said application has complied with the require-
ments of the "City of Carlsbad Environmental Protection
Ordinance of 1972" and has been declared to have a
non-significant impact on the environment.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, as follows:
A. That the above recitations are true and correct.
B. That Tentative Map (CT 73-13) is hereby approved,
subject to the execution and/or fulfillment of the following
conditions:
1. The applicant shall construct'full half-street
improvements on Lincoln Street and Walnut
Avenue to residential collector street standards.
2. The applicant shall enter into a future agree-
ment to construct full half-street improvements
along Washington Street.
3. The applicant shall dedicate 30 ft. half-width
street for Washington Street.
4. -The developer shall install storm drains as
may be required by the City Engineer.

5. All public improvements shall be made in
conformity to the City of Carlsbad Engineering Design
Criteria and Standard Plans, the Subdivision Ordi-
nance and other City Standards, without cost to the
City of Carlsbad, and free of all liens and encum-
brances. Improvement plans for water and sewer
system shall meet the requirements of the respective
service districts.
6. All utilities, including provisions for cable TV,
shall be placed underground and/or shall be
completely concealed from view.
7. Park-in-lieu fees and/or park land dedication shall
be granted to the City prior to recording the
Final Map. Parks and Recreation Department shall
make the determination as to which lands will be
accepted as dedication.
8. The developer is encouraged to work with the
Carlsbad Unified School District to provide for
future school requirements that will result from
the proposed development.
9. In order to provide for reasonable fire protection
during the construction period, the subdivider
shall maintain passable vehicular access to all
buildings and adequate fire hydrants with required
fire flows shall be installed as a recommended
by the Fire Department.
10. The development of the property described herein
shall be subject to the restrictions and limitations
set forth herein which are in addition to all the
requirements, limitations and restrictions of all
municipal ordinances and State and Federal statutes
now in force or which, hereafter may be in force
for the purpose of preserving the residential
characteristics of adjacent properties.
C. That said Tentative Map together with the provisions
for its design and improvement and subject to the above
conditions, is consistent with all applicable general and
specific plans of the City of Carlsbad. .
