The project wi 11 underground an overhead 1 ine on El Camino Real within the City limits but will be accomplished by use of conversion funds a1 located to the County. The City Underground Advisory Committee has reviewed the project, and on the basis that City conversion funds are not being used, have concurred with the County Underground Advisory Committee. Telephone: 565 -517) City of Carlsbad Department of City Engineer 1200 Elm Avenue Carlsbad, California 92008 Gentlemen: RECEIVED CITY OF CARLSBAD Engineering Department Subject: Proposed Underground Utility District Along El Camino Real Subject project has been proposed by the San Diego County Underground Utility Advisory Committee as a joint City of Carlsbad and County venture. The improvements will consist of undergrounding overhead utility lines within the proposed boundaries of separate City and County Underground Utility Districts (WDs) as indicated on the enclosed map. be performed by utility company crews and funded through San Diego Gas & Electric Company's conversion allocations to the County and other utilities' funds. There are no anticipated expenses to City of Carlsbad conversion allocations. WHEREAS, Chapter 11.08 of the Carlsbad Municipal Code provides for the formation in the City of Carlsbad of underground utility districts to accomplish the orderly removal of existing overhead facilities and the construction of new underground facilities; and WHEREAS, the San Diego County Underground Advisory Committee has recommended that contiguous City and County districts be formed to replace overhead lines on a portion of El Camino Real; and WHEREAS, The City Underground the proposed districts and concurs County Underground Advisory Commit Advisory Committee has reviewed with the recommendation of the ee that a district be formed on El Camino Real from southerly of Agua Hedionda Creek to Rancho Carlsbad Drive; and WHEREAS, the monies for the work are to be charged to the County's allocation of conversion funds; and WHEREFtS, further proceedings pursuant to Chapter 11.08 are warranted to determine whether or not the disti-ict should be establ ished; r t NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Carlsbad, as fol ows: 1. The Counci hereby expresses its intent to initiate pro- ceedings for the formation of an underground utility district for the above-described area to be known as Underground Utility Distric No. 5. 2. NOTICE IS HEREBY GIVEN that a public hearing will be held by the Council of the City of Carlsbad on August 20, 1974, at the hour of 7:30 P.M. in the Council Chambers of the City Hall, 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 . -_ t 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 Carlsbad, California, to ascertain whether the pub1 ic health, safety, or welfare require the removal of poles, overhead wires, and associated overhead structures, and the underground installatic of wires and facilities for supplying electric, communication, or similar associated service in the area hereinabove described and to determine whether or not the City should continue proceedings to create and implement an underground uti 1 ity district to accomp- 1 ish said removal and installation. 3. At said hearing all persons interested are invited to appear and present their views and all such persons shall be given an opportunity to be heard. Said hearing may be continued from time to time as may be determined by the City Council. 4. The area to be included within the proposed District No. 5 is shown upon that certain map entitled "Map of Proposed Underground Utilities District No. 5," dated July 1 , 1974 9 which is on file in the office of the City Clerk of the City of Carlsbad, and which is incorporated by reference herein. 5. The City Clerk shall give notice of the time and place of the hearing to all property owners within the District as shown on the last equal ized assessment rolls,or as known to the City Clerk and to each Public Utility within the District by mail- ing a copy of this resolution to such property owners and such utilities at leastten (10) days prior to the date thereof. PASSED, APPROYED AND ADOPTED at a regular meeting of the City Council on the 16th day of July 1974, by the following vote, to wit: AYES: NOES : None. ABSENT : None.
