Staff believes that the concerns of the City Council should be made known to the County as early as possible. MEMORANDUM July 29, 1974 TO: City Manager FROM: Public Works Administrative SUBJECT: County waste disposal site Attached is a letter we requested indicating the County's desire to locate a Class I (toxicihazardous material) and Class II (municipal solid waste) disposal site in the City of Carlsbad at Letterbox Canyon. This area is north of the prelsent disposal site (Palomar -Airport). It is surrounded on the south and west by the proposed Japatul Industrial Park and on the north and east by El Camino Meal. The present Class II operation adjacent to the airport is expected to reach capacity within the next six months. The only Class I operation in San Diego County is at Otay. Regional standards for Class I sites require specific clay formations in the subsoils, a condition which exists at Letterbox Canyon. It becomes obvious that this site becomes very attractive to the County. We should address ourselves to the question of what position the City should take with regard to the County proposal and what conditions we should attempt to include in the package. To this goal, the City Council should be requested to make their opinions known to staff. Consideration should be given to the impact there would be on: surrounding development, air quality, traffic, potential for future site development, other utilities and services to the area, etc. RECOMMENDATION That City Council indicate to staff its particular areas of concern and its attitude towards the project in general; that staff be instructed to prepare a report on the effect of the proposed County project with particular emphasis on specific points as determined by Council and that the report be presented for Council consideration in approximately sixty (60) days. Beckman, P.E., Public Works Administrator j SUBJECT: Letterbox Canyon Solid Waste Disposal Site i In response to your request to our Mr. Frandsen, we submit the following. t The County North Coastal Solid Waste Disposal Site located at Palomar ' Airport should be completed sometime this year. In addition, our solid waste landfill located at Encinitas has only a few years left. Therefore, we are active); seeking a replacement site to serve the north coastal communities. ' One possible replacement site has been tentatively located south of San Marcos, and our staff is currently investigating the usefulness of this site. Another site, one that we have thoroughly investigated, has been located just north of Palomar Airport in the Letterbox Canyon area. This site is not only capable of handling Class II (municipal solid waste) but also is capable of receiving Class I (liquid and solid toxic/hazardous materials). y San Diego Gas and Electric Company, through the Japatul Corporation, also has an interest in the area adjacent to the airport. Japatul, working through their project consultant, Owen Menard and Associates, is developing a master plan for the Macario Refinery and an industrial park. At the same I time, the County Airport Division is planning for an additional runway and 1 auxiliary Fixed Base Operation facilities to expand the existing Palomar Airport. Japatul Corporation has asked that Owen Menard meet with County staff to coordinate all of these planning efforts and to prepare a general plan that i would be as compatible as is possible to meet all of these individual require- ments. i RECEIVED JUL - 8 1974 CITY OF CARLSBAD Engineering Department City of Carlsbad 3 July 1974 Page 2 On 13 June 1974, a very productive and informative meeting was held between the parties. As a result of this meeting, we believe that although an extensive Class I and Class II operation probably would not be feasible, there is every indication that the -Class I and a limited Class II capability could.be incorporated into the plan.
