Statement of the Matter
The State Department of Parks and Recreation is in the final planning
stage (prior to the preparation of detailed plans) for a project to
improve Carlsbad State Beach from Tamarack Avenue to Oak Avenue.
The proposed improvements include: two additional comfort station -
dressing rooms, two beach access stairways, 42" safety fence along
the bluff, landscaping, etc.
City staff is in the process of reviewing the proposal. There will
be a. representative from the State Department of Parks and Recreation
at the Council meeting to answer questions regarding the proposed
project.

Staff Recommendations to City Manager
That the Council approve the project in concept subject to including
in the project provisions for: two-way bicycle lane, access to beach
for the handicapped, whale watching area. The Council may have other
concerns they wish to express in addition to those listed.

Dear Mr. Hussey:
In the State Department of Parks and Recreation budget for fiscal
Year 1973-74, $345,600 was included for a development project at
Carlsbad State Beach. Ordinarily, the State Office of Architecture
and Construction prepares the working drawing for state construction
projects. Because of the heavy workload at the Office of Architec-
ture and Construction, the architectural firm of Bird, Fujimoto and
Fish was engaged to prepare the drawings. In this way the project
at Carlsbad SB will be started somewhat earlier.
The architectural firm has requested of our department a letter
from the City of Carlsbad stating that the City is in agreement
with the development project as shown on the enclosed prints.
I realize that the deadline to be heard at the July 16, 1974 meeting
of the City Council has passed. However, if you and the Council
can find a few minutes to review the drawings and approve the writing
of your agreement, more time can be saved in getting the project
underway.
If you do review this at the council meeting, I will be in the
audience to answer questions.
