The parking. problem for citizens visiting City Hall has become acute. More than half the parking lot west of the City Hall is used by City employees, forcing some parking on Elm Avenue and Pi0 Pico. It is felt that employees should not park on Elm Avenue in order to free parking for citizens who have difficulty climbing the steps from the main lot.
By paving the northerly portion of the Parks and Recreation building area west of Pi0 Pico, north of the building, additional parking for employees would be available. Staff could park in

Staff Recommendations to the City Manager
That the Parks and Recreation building area be,paved for
employee parking; that the lower portion of th8 main City Hall parking lot be used by staff designated by the City*. Manager, i.e., Building Inspectors, Engineering, etC. in order to free additional parking for the public.
Sketch No. 1 provides the most parking as well as the most _landscaping for this property. I would recommend this plan being implemented.
