AB No. City Manager's Recommendation The management team has reached an understanding with the Carlsbad City Miscellaneous Employees Association as - described in.Exhibit 'A' attached and it is recommended that the City Council adopt Resolution No. w! , ratifying that Memorandum of Understanding. WHEREAS, representatives of Management and the Carlsbad Miscellaneous Employees have been conducting negotiations pursuant to the Meyers-Milias-Brown Act regarding wages and other terms and conditions of employment for the 1974-75 fiscal year: and WHEREAS, said representatives have reached agreement which they desire to submit to the City Council for approval; and WHEREAS, the City Council has determined it to be in the public interest to accept such an agreement in the form of a 14emorandum of Understanding marked Exhibit A and incorporated by reference herein; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad as follows: 1. That the above recitations are true and correct. 2. That the Memorandum of Understanding between the Carlsbad Miscellaneous Employees and representatives of Management is hereby accepted. 3. FRAZEE, Mayor b .* .. t ??EM0 RAK DUll OF UNDER S TAM D I N C EE TSX EN MANAGEMEXT REPRESENTATIVES OF THE CITY OF CARLtSBAD AND THE CARLSBAD MISCELLANEOUS EMPLOYEES AS REPRESENTED BY THE CARLSBAD CITY EMPLOYEES ASSOCIATION FOR THE FISCAL YEAR 1974-1975 I F7IIEREAS , the City of Carlsbad Miscellaneous Employees have been negotiating as part of the meet and confer process with representatives from Management regarding wages and certain other terms and conditions of employment to be effective for fiscal year 1974-1975; and WHEREAS, the parties to said negotiation have reached agreement and wish to present this Memorandum of Understand- ing incorporating all the terms of that agreement to the City Council and request that it be approved and implemented; NOW, THEREFORE, IT IS AGREED by and between the Management representatives (City) and the Miscellaneous Employees as represented by Carlsbad City Employees Associa- tion (Association) that the following terms and conditions of employment for fiscal year 1974-1975 be submitted to the City Council: 1. PERSONNEL INCLUDED This agreement shall apply to all Miscellaneous Employees represented by the Carlsbad City Employees Associa- tion. 2. SALARY ADJUSTMENT The City shall provide a 9% salary increase for all ranges and steps for all included personnel effective as of July 1, 1974. 3. EDUCATIONAL INCENTIVE PAY ADJUSTMENT City and Association agree to an amendment to Per- sonnel Rule XV to decrease the maximum possible compensation under the Educa-tion Incentive Proqram frmi 12-1/2% to 10%. The compensation schedule wLll be amended accordingly to reflect the 10% maxirnuQ on ssven or more years' service with ninety or more POST points or college units in accredited courses toward a BS or BA in an appropriate field, The balance of the schedule will remain the same. 4. HOLIDAY ADJUSTMENT City and Association agree to an amendment to Per- sx~c3.17 -- xi? ;(, Section 13, to d.?-ietr? >drr.ission DaiJ frcm th.2 list of City holidays and to include in lieu thereof for all included personnel each employee's birthday as an individual holiday to be celebrated by that employee only. If an employee's birthday shall fall on a Saturday, Sunday or other holiday, an appropriate alternate day shall be select- ed as the holiday by the employee with the approval of the employee's department head. 5. INSURANCE City agrees to increase at City's cost the amount of group life insurance provided by the amount of $3,000 per employee for a total of $5,000 per employee for all included personnel. 6. CONTINUANCE OF TERMS All other terms and conditions of employment appli- cable to included personnel and not inconsistent with the terms of this Memorandum of Understanding shall remain in effect. , Dated this 1 day of I 1974. City of Management agrees to standardize overtime pay and amena tne rules and regulations of the personnel ordinance accordingly. Classification review and job audit per individual will be an on-going duty of administration and the personnel director. Grievance procedures are subject to review to the possibility of the inclusion of a grievance board by January 1, 1973. Management agrees to recommend pay increases to range from 2 1/2$ to 10% for classified positions in the miscellaneous group depending on the survey of salaries conducted January 1, 1973 of County and other California cities, an average of 7 112% for the majority of employees. Management agrees to a continued consideration of a pay day every two weeks. Improved/new group policy covering medical insurance will be considered on a continuing basis.
