Statement of the Matter
The attached resolution and its exhibit represent the
City Manager's recommendations as to changes in the conditions
of employment for Carlsbad Firefighters Association for Fiscal Year 1974-75 in lieu of reaching agreement.

City Manager's Recommendation
It is recommended that the City Council adopt Resolution
No. @g& approving the City Manager's recommendations for c anges for conditions of employment for Carlsbad Firefighters Association for Fiscal Year 1974-75.
Agreement has not been reached through negotiations and
representatives of the Firemen's Association have
requested to speak to the City Council concerning this
matter.
City Council should hear from the Association prior to
making a final determination.
If the City Council wishes to amend the recommendations
from the Manager's office, it is suggested that the
Council confer with the Manager in executive session and
give him further instructions for negotiating with the
Firefighters Association.

RESOLUTION NO. 3482
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, APPROVING
THE RECONMENDATIONS OF THE CITY MANAGER
REGARDING WAGES, HOURS AND OTHER TERMS
AND CONDITIONS OF EMPLOYMENT FOR EMPLOY-
EES REPRRESENTED BY THE CARLSBAD FIRE--
FIGHTERS ASSOCIATION.
XHEKEAS, tne Ci-ty Xanager, through designated M n ? ment
representatives, has met and conferred with the Carlsbad Fire--
fighters Association and after much discussion and negotiation the
parties failed to reach a memorandum of understanding; and
WHEREAS, the above matter was brought on for resolution
and determination before the City Council at the Council meeting
of August 6, 1974; and
WHEREAS, at this Council meeting the City Manager presente
his recommendations for salary and other terms and conditions of
employment, and the Carlsbad Firefighters Association presented
its proposals regarding the same; and
WHEREAS, after due consideration of all aspects of the mat
ter the City Council determined that the City Manager's recommenda
tions for fiscal year 1974-75 were appropriate;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council hereby accepts and approves the
recommendation of the City Manager for salary and other terms
and conditions of employment for Fire Department employees repre-
sented by the Carlsbad Firefighters Association for fiscal year
1974-75, a copy of which is attached hereto and is incorporated
herein by reference.
3. That the City Council, by its acceptance of the recom-
mendation of the City Manager, intends to take the necessary stegs

ADJUSTMENTS TO SA'GAZY AND OTHER TERMS
AND CONDITIONS OF ElIPLOYMENT FOR FIRE
DEPARTMENT EMPLOYEES REP,WSENTED BY
THE CARLSBAD FIREFIGHTERS ASSOCIATION
FOX FISCAL YEAR 1974-1975

These recomntendations ap9l.y to the following employees
in the City of Carlsbad Fire Department:
A. Fire Battalion Chief
B, Fire Captain
C. Fire Engineer
D. Fireman
2. SALARY ADJUSTMENT
The City shall provide a 7.5% salary increase for
all ranges and steps for all included personnel effective
as of July 1, 1974.
3. HOLIDAYS
Management has signed Memorandums of Understanding
with the other employee groups agreeing to change its recog--
nized employee holidays to delete Admission Day and substi-
tute therefor the individual employee's birthday. In that
Firefighters are compensated for 11 paid holidays per year
and do not observe holidays, they shall continue to be com-
pensated for holidays at the existing rate.
4. RETIREMENT
City shall amend the contract with the Public
Employees Retirement System for all included personnel who
qualify as local safety members of the System to provide at
City's cost for the extension of retirement benefits in
certain circumstances to the members' survivors as provided
in Section 21263 of the California Goverzment Code.
5. CONTINUANCE OF TERMS
All other terms and cwditions of employment applicable

to included personnel and not inconsistent with the terms
of these r-cormendations shall remain in effect exccst for
such modi2ications as may be necessary to comply with the
requirements of law.
