•Statement of the Matter
The City, of Carlsbad is required by Government .Code Section 65302(f) to
prepare and adopt a Seismic Safety Element as part of the General Plan.
During the formulation of this pl.an, the planning agency is required
by Government Code Section 6530i'to consult an-d advise'with public '
officials and agencies, public utility, companies, civi'c, educational
and professional groups and citizens to insure maximum.coordination.

Therefore, we are requesting that a Citizen and Professional Advisory
Committee on Seismic Saf.ety and Geologic Hazards -be established'
in accordance with City Council Policy No. 19. '

1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA CREATING AND ESTAB-
2 LISHING THE CITIZENS AND PROFESSIONALS AD-
VISORY COMMITTEE ON SEISMIC SAFETY AND GEOLOGIC
3 HAZARDS

5 WHEREAS, the City of Carlsbad Is required by Government Code
6 Section 65302(F) to prepare and adopt a Seismic Safety Element of
7 the General Plan; and
8 WHEREAS, the purpose of establishing a Citizens and Profess-
9 ionals Advisory Committee is to obtain maximum input into the
10 formulation of the Seismic Safety Element; and
11 WHEREAS, citizen, professional and agency consultation and
12 advice is necessary to insure maximum coordination.
13 NOW THEREFORE, BE IT RESOLVED by the City Council of the
14 City of Carlsbad, California:
15 Section 1: According to Section 65304 of the Government Code,
16 the Citizen and Professional Advisory Committee on Seismic Safety
17 and Geologic Hazards is hereby established.
18 Section 2: This Committee is hereby established to advise
19 the City of Carlsbad in the formulation of a Seismic Safety
20 Element. Membership shall consist of individuals having special
21 interest and/or expertise in seismic safety or a related discipline.
22 Section 3; The overall goals and objectives of the committee
23 are as follows:
24 (i) TO recognize seismic hazards and their possible effect
25 on the Community;
26 (2) To identify general goals for reducing seismic risk;
27 (3) To make recommendations regarding the level or nature of
28 acceptable risk;AjA+*~*~A-
29 (4) TO determine seismic safety objectives for land use;
30 (5) To specify objectives for reducing seismic hazards as
31 related to existing and new structures;
32 (g) To make recommendations for seismic safety programs and

policies.
Section 4: The Committee will be provided necessary staff
support from various departments (fire, public works, engineering,
building, planning) who are involved in this subject area. Prim-
ary staff support will be provided by the Planning Department.
Section 5; The Committee will meet approximately six times
over a three month period (August-October) and will terminate
upon completion of the Seismic Safety Element. They will make
recommendation for adoption of the Element to the Planning
Commission after the draft Element is completed to their satis-
faction.
PASSED, APPROVED AND ADOPTED at a regular meeting of the City
Council of the City of Carlsbad, held on the day of
