Statement of the Matter;
Purpose is to develop three parcels along Pio 'Pico to continue a green
be-lt. 'All properties are city owned.
A. Shell Parcel 0.31 acres
Total estimated development cost: ^ 3,105
B. Pio Pico Park 0.75 acres
Total estimated development cost: -5,385
C. Greenwood Park 0.70 acres
Total estimated development cost: 2,500

ESTIMATED COS.T : $10,885
Development would be done 25y the Par&s .and Recreation Department and
Public Works Department.
Approval must be obtained to finance the projects from the estimated
surplus of the Parks and Recreation budget. This amount would be
approximately $141,158, in accordance with the Finance Director.

Staff recommends the approval of the development of the three parcels.
Staff recommends the pro-jects be completed in this order: 1. Shell,
2-. Pio Pico, 3. Greenwood.

Staff recommends- t-be — transf-,e~r of $11,000 from the Parks and Recreation
surplus to the regular Parks and Recreation 1974— 75 budget.

The Parks and Recreation Commission has studied the projects and have
given approval to proceed.

Council Action
10-1-74 The Council accepted the recommendation of the staff as to priorit
for development of the parcels, with the condition that staff
be instructed to not commence work on Parcel "A" for 10 days
to allow the adjacent property owners to submit a lease proposal.
Resolution #3522 was adopted, authorizing expenditure of funds.

RESOLUTION NO. 3522
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD7 CALIFORNIA, AUTHORIZING
THE EXPENDITURE OF FUNDS FOR THE IMPROVE-
MENT OF SHELL, PIO PICO AND GREENWOOD
PROPERTIES FOR PARK PURPOSES.
BE IT RESOLVED by the City Council of the City of Carlsbad
as follows:
1. That the expenditure of Eleven Thousand Dollars
($11,000) for the improvement of Shell, Pio Pico and Greenwood
properties for park purposes is hereby authorized and approved.
2. That Department of Finance Fund Transfer No. 5 in "a
form on file in said department and incorporated by reference
herein is approved.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
City Council on the 1st day of .October / 1974, by the
following vote, to wit:
AYES: Councilmen Frazee, Chase, Lewis, McComas and Skotnic
NOES: None
ABSENT: None
