The request is the first development in the Carrillo Ranch Master Plan and is adjacent to the existing development north of Alga Road in La Costa area. The applicant proposes to develop 253 single family dwelling units under the Planned Community Zone. The applicant has met all ordinances and policies including Public Facilities, of the City of Carlsbad. Planning Commission added one condition to the Specific Plan which requires that building coverage for any given lot shall not exceed 3100 sq’ ft. The condition was added to insure compliance with the 66.2/3 open space requirement in the P-C Zone. No. 1099 and 1100, with the addition of a condition that requires an archeologic investigation to be conducted prior to issuance of a grading permi further, upon receipt of the archeologic report, the City Council reserves the right to add additional conditions. -2- MEMORANDUM October 7, 1974 TO : CITY MANAGER FROM: DON AGATEP SUBJECT: ENVIRONMENTAL IMPACT FINDINGS FOR CARRILLO ESTATES EIR 185, SP-132, CT 73-29 EIR report for Carrillo Estates identified a potential quarry area on the Carrillo Estates project which could be of archeologic control surface grading so that the quarry site could be investigated interest. A suggested mitigating measure of the quarry area was to and any artifacts salvaged. PUBLIC FACILITIES POLICY: The subject property is within three school districts, Ricn-Yar Union Elementary, Escondido Union IV. V. High School and Carlsbad Unified School Districts. Letters have been obtained from these districts stating that school facilities will be available to accomodate children generated by the project. PARKS ORDINANCE REQUIREMENT: The applicant will be required to dedicate the Carrillo Rancho Park Site (Parcel K as shown on MP-139, Exhibit A) to the City of Carlsbad prior to approval of the final map. This dedication will meet the Park committment for Carrillo Estates and can be applied to- ward future tentative maps under the Carrillo Master Plan. GENERAL INFORMATION: A. Back round: The subject application was first. heard by hng Commission on August 14, 1973, the matter was continued to August 28th. At that meeting the Commission moved to table the application so that the Carrillo Rancho Master Plan could be amended to include specific development conditions. This amendment was passed on September 11, 1973. The application was readvertised and returned to the Planning Commission on October 9, 1973. At that time, the application was tabled until the disposition of the Carrillo Ranch house could be resolved. A.rrangements for the dedication of the ranch house are now complete. The Carrillo Rancho Master Plan is for 853 acres, con- taining a mixture of estate homes, garden homes, town recreational and commercial facilities. Carrillo homes, condominium apartments and related school, Estates is a portion of Parcel G shown on the Master homes with a maximum density of 8.5 DU/acre. The developer will also improve a portion of El Fuerte Street. Staff has determined that existing and proposed road'systems are adequate to safely handle traffic generated by the project. CONSIDERATION OF E.I.R. NO. 185: A. Project Description: Other sections of this report and pages 1-3 of the draft E.I.R. provide an adequate descrip- tion of the proposeo Froject. Comment on pas? 3 regard- ing utilities to br? provided should include provisions for cable TV. B. Environmental Setting Without the Project: Pages 4-10 Of the Draft E.I.R. provides this information. On page 9, it is mentioned that a soils report would be submitted with the E.I.R. This was not done and a soils report sho,uld be submitted with grading plans. Also, of archeological interest, was the location of a relatively large quarry area of probable San Dieguito origin. As the E.I.R. states, the quarry area, not occurrence and thus is of moderate significance as an recorded to date, is a relatively unusual archaeological archaeological resource. C.
