Bussey City Manager --- Statement of the Natter In response to an inquiry by the City Manager's office, the Carlsbad Unified School District has indicated their willingness to participate in the construction of a community swimming pool. Depending on the swimming pool site selected, the District's participa- tion would vary as outlined in their letter dated October 16, 1974, attached as Exhibit A. Staff inquiries have been made concerning the availability of the 2.63 acres at the corner of Chestnut and Monroe Street. The property owners have indicated that the parcel may be available but it may be a month or more before they make a decision. AB NO Date: Nwmher 6 1 974 City Manager's Recommendation In order to fully evaluate the School District's proposal, it will be necessary to know the approximate value of the land at the corner of Monroe and Chestnut. This can best be accomplished by having an ap- praisal of the land and we would recommend that the Council authorize appraisal. The appraisal may not be necessary if the owner eventually decides not to sell and the City does not avail itself of its rights of eminent domain. However, by getting an appraisal at this time, it may facilitate a decision by the property owner and save a considerable amount of time should we decide to move ahead. Bussey Carlsbad City Manager 1200 Elm Avenue Carlsbad, CA 92008 October 16, 1974 Dear Mr. Bussey: At its regular meeting of October 15, 1974, the Carlsbad Unified School District Board of Trustees considered the proposed joint citv-school district swimming pool. Various aspects were discussed including location , district contribution of site, district participation in cost of construction, and district participation in cost of maintenance and operations. Following the discussion, the Board of Trustees took unanimous action in submitting the following alternative propDsals for consideration by the Carlsbad City Council: Proposal 1. If the p~ol is located on the high scho3l property (adjacent to the existing tennis courts), the school district would participate in the following ways: a. The school district would provide the necessary to accommodate the community pool, the requisite shower and locker facilities, and the necessary parking. b. The school district would contribute $20,000 per annum from the community service override tax for a period of five years to help defray construction costs. c. The school district would contract with the city for an appropriate maintenance an3 operations share based upon a percentage of district usage. ADMINISTRATION 729-9291 Mr. Paul D. If the p~ol is located either on the Maonolia School site or on the high school site located on the corner of Basswoo-3 and Vallev, the district would pa-ticipate in the following ways: a. The district would contract with the city for its appropriate share of maintenance and operations costs based upon usage. The board believes that the abxe-listed proposals represent a significant commitment to this joint district-city project. Q a. n//Y/7r - CHANGES 1 DATE : October 21, 1974 TO : CITY MANAGER FROM: ASSISTANT CITY MANAGER SUBJECT: SWIMMING POOL,PROPERTY I talked with Dr. Ron Packard, who represents the Mormon Church in this area, regarding possible sale of the prop- erty at Chestnut and Monroe. local School Board and made the original suggestion that this property might be available for a swimming pool. As you know, he is on the The church is attempting to purchase property at Park and Monroe, in which event they would be willing to sell the subject property. They will probably not have a definite answer from their prospective seller for a couple of weeks, If they are not successful in buying this other property, then they do not wish to sell the corner of Chestnut and Monroe as they already have the necessary CUP on this property. As I have stated on the plot map enclosed, there is an adjoining piece of property that would give the church sufficient roan at the aforementioned site, Boiled down, we cannot get a definite proposal from the Mormon Church for about two weeks, Dr. Packard did agree that the only logical sale price would have to be deter- mined by appraisal either by the church, the City, or both.
