City Manager Statement of the Hatter During this year's budget discussions, a number of questions arose con- cerning the appropriateness of the location of proposed Fire Station No. 3. It was agreed that we would request Gage -Babcock & Associates to study this it matter in more detail than was outlined in their original report titled, Report on Cost/Effectiveness Study and Growth Plan for Fire Defenses, City of Carlsbad, California," and dated December 1973. By letter dated October 1, 1974, Glenn D. Peterson of that firm responded recommending that the City still give positive consideration to locating Fire Station No. 3 at the corner of El Camino Real and Chestnut. As no. _ Date: November 19, 1974 City Manager's Recommendation ■ Based on the information developed to date, it still appears to be appropriate to move ahead with the construction of Fire Station No. 3. The concern over whether this station can be re -located at a later date'is a real one. 'Steps can be taken to help emphasize the temporary nature of the station should the City proceed with the construction. Questions concerning the possibility of picking a more adequate site which could be permanent, yet still serve that section of town, have been answered by Mr. Peterson in his letter. It is recommended that the City proceed with the necessary steps to make a final determina- tion concerning the station's construction. Following are the strategic reasons for establishing Station 43 at the El Camino Real and Chestnut Avenue locations. 1. To place an engine company within one mile of the Plaza r'1 r:a,tino Shopping Ce:„iLer, whirjh has the highest fire potential and required fire flow, (per I.S.U. standards), in the city. For a fire flow of 6,500 gpm, (as at E1 Camino Plaza), I.S.O. standards require a first alarm response of one engine company within one mile, a second engine company within two miles, and a ladder company within lh miles. A total ultimate response of six engines and two ladders is considered necessary to con- tain a major fire. Because Carlsbad cannot supply this total ultimate response, it is extremely important to have a rapid initial response and attack to prevent fires from getting out of control. 2. Chestnut Avenue is a major cross street. The proposed station was located at El Camino and Chestnut, (barely over one mile from the shopping center), to gain thn secundary advantage of quicker access to the central city area. The fact that the city owned property here was, ag course, considered in reaching this conclusion. 3. The location is near the top of the grade and would minimize response times because runs would be downhill in both directions. 4. The developing apartment complexes to the north along both sides of C1 Camino Real present life hazards and significant fire potential, warranting faster response than could be had from Station #1. ' City of Carlsbad Page 2 October 1, 1974 There are several strategic reasons for not moving Station 03 south along El Canino Real, as follows: 1. The ,rain reason for building Station 43 was to obtain a more rapid response, (preferably within one mile), to the Trl Camino Plaza Shopping Center and the surrounding area. 2. Moving the station south would cancel any advantage over using Station 741 and extending Elm Avenu:. 3. Even if Station �3 were relocated, only the fringes of the industrial, area would be within one mile of the station. n. The area to which the station would be moved is mostly undeveloped. The main hazards are low density residential housing, for which a two mile response distance is usually acceptable. The low hazard density does not justify a separate station in this area. 5. Station #5 will still be needed to cover the future airport industrial area effectively. Extending Elm Avenue to Rl Camino Re, -,I would decrease the response distance to the shopping center from 3h to l; miles. The distance from Station #3, (at Chestnut Avenue), to the shopping center is just barely over one mile. Because of differences in grade and traffic patterns it is estimated that the response time from Station #1 to the shopping center, after Elm Avenue is extended, would still be two minutes greater than from Station 43. In conclusion, the City's fire protection needs in the northeast area can be met by any one of the following means: 1. Building Station 03 and providing an engine company at Chestnut Avenue and El Camino Meal. 2. Extending Elm Avenue to E1 Camino Real, adding an engine company at Station #I, and arranging automatic aid with Oceanside for first alarm engine company response to the shopping center area. 3. If streets have been adequately developed, Station #3 could be located to the area northeast of its present location, (as shown on the map in our original report), and within one mile travel distance of the shopping center. n gage • babrock &- associates, inc.
