ON0T ICE HEARING DATE: November 13, 1974, at 9:30 a.m. 0 PLACE: County Administration Center, 1600 Pacific Highway, Room 310, Board of Supervisors North Chamber, San Diego, California SUBJECT: Possibility of Offshore Drilling in San Diego County The Board of Supervisors on September 17 referred the following .recommendations concerning the subject matter to the Chief Admin- istrative Officer for'report and recommendation: Tbis Board take action urging the Federal Government to declare a totaV moratorium on offshore drilling until the government develops an Energy Policy and the need for this environmentally sensitive u act has been demonstrated; Support the California Marine Sanctuary Act (S 164) and the Sau Diego and Orange County Marine Sanctuary Act (S 165), currently 'in the'Senate Interior and Insular Committee; _ J Support Assembly Joint Resolution 122 urging the Federal Government to declare the outer continental shelf a national reserve that can be used only in the event a National Emergency is declared by thc�,Cougress; a Support a Bill that would return review, and veto power of any decision granting leasing rights of mineral resources to the local governmental agency, directly responsible to the people and most directly impacted by the decision; Recommend that this Board support a resolution against any onshore and/or offshore drilling until such time as an independent committee composed of technical experts and concerned citizens involved in all fields of drilling come up with standards for equipment and/ur drilling that insure the greatest possible protection to the envirbnment; Direct County Counsel to draft an ordinance fcr Board consideration that would prohibit the placement of any support, facilities for crude oil treatment. refinement, processing. transport and srprage,.within the Coastal Territory, i.e., 1,000 yards from the -main high tide or areas subject to tidal action; and request the San Diego Coastal Commission to adopt a similar policy; and referred the following recommendation to the County Counsel to report: Direct County Counsel to prepare a brief and seek leave of the Court to,have the County of San Diego join as Amicus Curiae the suit filed by the state of California and the California Coastal Commission against the Department of Interior, Bureau of Land Itanagemcnt, stopping lease agreements until full completion of the Environmental impact Statement; , and sot November 13, 1974, 9:30 a.m. for hearing thereon, applicable industries to be notified..
