Attorney to prepare a resolution opposing offshore drilling as requested
by the County Board of Supervisors. It the resolution is adopted, the
Mana er will forward a copy to the Depertment of the Interior.

CITY OF CARLSBAD, CALIPORNIA, OPPOSING
$ AT THIS TIME PLANS TO LEASE FEDERAL LANDS ,
FOR DRILLING IN THE OUTER CGNTINENTAL

WHEREAS, the United States Department of the Interior has

announced a proposal to lease areas on the Outer Continental Shelf
.n Southern California adjacent to state tidelands fox oil and
gas' development; and
WHEREAS, the State of California has liiaitec oil drilling

from most of the offshore and beach areas adjacent to lands now

being considered by the Department of the Interior for develop-

ment in the federal waters beyond the state's three-mile tide-
lands boundary; and

plan and a coordinated planning effort; and

WHEREAS, oil drilling off the coast of Southern Cali-

28 fornia could have a devastating effect on thu, coastal env.i,roament,
especially the reaches and harbors, as the Santa Barbara oil

blowout demonstrated five years ago; , d

31 I4IIEREAS, oil is a finite, irreplaceable resource, and as
such this diminishing resource should be xeserred to the MINIMUM

degree possible for future use pending completion of a national
energy policy which could include development of alternate
sources of Lnergy p'tnd comprehensive conservation programs wY,a.ch
will relieve pressure on scarce oil supplies; and
WHEREAS, the projected time -frame of the Department of
the Interior for awarding leases iis inadequate: to prepare, evalu-
ate, and coordinate the studies necessary for an informed decision
and
WHEREAS, additioial serious questions iemaia unanswered
and must be addressed before leases are awarded;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of
the City of Carlsbad as follows:
1. That the above recitations are true and cor_ect.
2. That the ai,.,ounced plans to lease federal lands to
provide new oil drilling in the Outer Continental Shelf off the
coast of Southern California be strongly ouposed at this time.
3. That the award of leases for offshore oil and gas .
development in Southern California should not proceed until a
comprehensive national, as well as regional, energy policy has w
been promulgated.
4. That the Department of the Interior should timely
submit its proposed oil development program to the California
Coastal Zone ConservatiQa Commission and other appropriate state,
regional and local agencies for their review before any new leases
are issued.
5. That no leases shall be awarded until Congress has
enacted new legislation strengthening existing laws xclating to
drilling and development on the Outer Continental Shelf.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Carlsbad City Council ),-ld on the day of 1974,
by the following vote, to wit:
