Statement of the Platter
Under the Housing and Community Development Act of 1974 the County
of San Diego as well as Chula Vista, El Cajon, Imperial Beach,
National City and San Diego may be entitled to receive designated
community development funding: The other eight cities in San Diego
County can only receive entitlement funds through cooperation through the
County. Discretionary funds may be obtainable on individual application
but meetings with HUD representatives indicate a higher degree of success
through joint application.

As you know, under the Housing and Community Development Act of 1974 the County
of San Diego as well as the cities of Chula Vista, 1.1 Cajon, Imperial Beach,
National City, and San Diego may be entitled to receive designated community
development fundings; the other eight cities can only receive entitlement funds
through cooperation with the County. At this point in developing the application
for the County and the interested cities, we are awaiting clarification from 11UD
on a number of critical factors and problems, including the following:
a. Tile amount of our entitlement --There Have been conflicting reports from HUD
as to whether $1.7 million is our maximum or minimum figure. Tile latest
report is that this is the maximum amouht depe:ding upon tile participation
of the nonentitlement cities. However, this estimated entitlement is subject
to the passage of an Appropriations Act by Congress and the final determination
of "urban counties" yet to be made by 11UD.
b. The Criteria for eligibility as all urban county --Ile have not yet been advised
of the process for making this determination.
C. The lag time in HUD's determination of our entitlement amount and eligibility
(a and b above) and our need to prepare our program and go through the 45-day
A-95 review period prior to the submission to HUD by the deadline.
d. 11UD has not yet issued a model resolution to enable grant recipients to incur
reimbursable planning costs as allowed under the regulations. We have prepared
such a resolution which was approved by our Board of Supervisors, but there is
no guarantee that IIUD will recognize this resolution. 'Pile same uncertainty
will apply to any resolutions passed by the nonentitlement cities in tile
absence of HUD -approved forms.

For the aforementioned reasons, we have been postponing getting your city involved
until we are certain that we will have a community development program and what its
scope might be. However, since time is running short, it would be advantageous to
prepare for swift action as soon as these problems are resolved.
1. Enclosed is a Resolution of Intent which may be adopted by your City Council
if they choose to participate. This resolution should be reviewed by your
City Attorney prior to passage. i'leais o transmit a copy of the adopted resolu-
tion to my office.
2. Tile computation of the portion of the County's share to be allocated to each
city will be based upon the HUD allocation formula, i.e., the ratio of each
city's population, extent of poverty, and extent of housing overcrowding by
units to these statistics for the other nonentitlement cities and unincorpo-
rated areas. The results of this computation will be transmitted to you
shortly in a separate letter. This amount will be, of course, an estimate
based upon the final determination of the Cowity's entitlement. Ile are also
reviewing County -wide programs through which we may be able to share additional
funds with you.
3. Aside from the unresolved issues, we are oil schedule in our application pro-
cess. Ile will be prepared to assist you in holding the necessary hearings
before your City Council and coordinating all the County funding. The

4. Finally, I want to emphasize that this money is not specifically for Section 8
Leased !lousing Programs, which will come from a separate pot of money. There-
fore, if your City also decides to participate in our Leased !lousing Program,
funds for that will come from a separate section of the Community Development
Act. The attached draft resolution for your city also includes a particular
clause if your city chooses to participate with the County's leased housing
application.

S. This reconsnended action is also different from the "Consortium on !legion -wide
Implementation" which we discussed at the Town and Country. The consortium
effort will come from the discretionary funding account. HUD has just issued
the draft regulations (attached) for these funds, and is now accepting comments
on them. Unfortunately, the section on area -wide projects is not included in
the draft. Ile would appreciate receiving any comments you have on them by
December 20. Ile will consolidate the comments from our County and transmit
them to the County's Washington representative for the record.
I have also attached the final regulations on the Community Development block grant
funds.

RESOLUTION NO. 3560
A RESOLUTION OF THE CITY COU.ICIL OF THE
CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING
SUBMITTAL OF JOINT APPLICATIONS) WITH
COUNTY OF SAN DIEGO FOR GRANTS PURSUANT
TO THE HOUSING AND COMMUNITY DEVELOPMENT
ACT OF 1974.
WHEREAS, the Congress of the United States has adopted
the Housing and Community Development Act of 1974; and
WHEREAS, Title I of the Housing and Community Development
Act of 1974 provides a new program of Community Development
Block Grants which begins on January 1., 1975; and
WHEREAS, the City Council of the City of Carlsbad recog-
nizes the need to develop viable urban communities within its
jurisdiction including decent hous�nq and a suitable living
environment and expanding economic opportunities, principally for
persons of low and moderate income; and
WHEREAS, the Board of Supervisors of the County of San
Diego has approved cooperation with the cities in the region in
order to submit a joint application(s) for Title I funds;
NOW, THEREFORE, BE IT RESOLVED by the City Council Of the
City of Carlsbad as follows:
1. That the above recitations are true and correct.
2. That the City Council of the City of Carlsbad author-
izes full cooperation with the County of San Diego in order to
prepare and submit a joint application(s) for Title I funds ac-
cording to procedures prescribed in 24CFR570.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
