"ta tement of the flatter: The staff was directed by the City Council to participate

The City Manager and Planning Director have.met on numerous occasions with representatives
from the County and the other Cities in order to prepare for the application. The
application requires cooperative agreement between the City and the County. Agreement must
be submitted to the County before January 15, 1975.
As part of the application it is also necessary to Submit a list of projects to be developed
with monies received under the account. Staff is recommending the following projects as
Carlsbads portion of the application:
(1) Senior Citizens Center on the Magee property.
(2) Inner -City Pedestrian and bicycle program including removal of architecture
barriers.
(3) Inner -City code enforcement program.
(4) Community swimming pool.
(5) Inner -City Social Service Center including child care, housing referral,
bilinqual information Center.
It is recommended that the City adopt as a priority Senior Citizens Center and Inner -
City pedestrian and bicycle program. Prior to the time the application is submitted
to the County the Staff will conduct several hearings by the process of determining

Staff Recommendations to C.t Plana er: Staff recommends the City Council
enter into agreemen w� a .oun y o an Diego to undertake the necessary actions for
the Housing and Community Development 1974 application.
It is recommended that the City Council adopt the projects outlined as City of Carlsbad
projects and assign Senior Citizens Center as the priority project and the pedestrian
bicycle program as a 2nd priority.

RESOLUTION NO. 3575
A RESOLUTION OF THE CITY COUNCII, OF THE
CITY OF CARLSBAD, CALIFORNIA, APPROVING
AN AGREEMENT BETWEEN THE CITY OF CARLSBAD
AND THE COUNTY OF SAN DIEGO FOR COOPERATIVE
SUBMISSION OF A PROPOSAL TO THE DEPARTMENT
OF HOUSING AND URBAN DEVELOPMENT UNDER THE
HOUSING AND COMMUNITY DEVELOPMENT ACT OF
1974, AUTHORIZING MAYOR TO EXECUTE SAID AGREEMENT
The City Council of the City of Carlsbad, California,
does hereby resolve as follows:
1. That that certain agreement between the City of
Carlsbad and the County of San Diego for cooperative submission
of a proposal to the Department of Housing and Urban Development
under the Housing and Community Development Act of 1974, a copy
of which is attached hereto as Exhibit A and incorporated herein
by reference, is hereby approved.
2. That the Mayor of the City of Carlsbad is hereby
authorized and directed to execute said agreement for and on
behalf of the City of Carlsbad.

TO DEPARTMENT OF HOUSING AND URBAN DEVELOP14LNT
THIS AGREEZNLNT entered into by and between the City of
Carlsbad (hereinafter referred to as "CITY"), and j
the County of San Diego (hereinafter referred to as "COUNTY"),
witnesseth that:
WHEREAS, there has been enacted into law Public Law
93-303, The Housing and Community Development Act of 1974,
the primary objective of which is the development of viable
urban communities by providing federal assistance for
community development activities in urban areas; and
WHEREAS, County, as an "urban county" as that term is
used in the Act, is authorized to apply for and accept

territory and with respect to included units of general local
government with which it has entered into cooperation agree-
ments to undertake or to assist in the undertaking of essential
community development and housing assistance activities; and
WHEREAS, City is a unit of general local government
included within the territorial boundaries of County; and
WHEREAS, City and County desire to enter into this
cooperation agreement to undertake essential community
development and housing assistance activities; NOW THEREFORE
IT IS AGREED AS FOLLOWS:
1. City shall submit to County its proposal for the

undertaking of essential community development and housing
assistance activities within the territorial jurisdiction
of the City.
2. -Such proposal shall comply with the requirements of
The Housing and Community Development Act of 1974 and with
the administrative regulations governing community develop-
ment block grants which are published in the Federal Register
at Part 570 of.Chapter 5 of Title 24.
3. County shall incorporate the City's proposal into
the County proposal which will be submit`id to the Department
of Housing and Urban Development.
4. In the event that the City proposal is approved by
the Department of Housing and Urban Development as part of
the County proposal and a community development block gra,rt
is made to the County on account of such proposal, the parties
hereto will enter into a supplementary agreement providing
for implementation of the City proposal by the County, the
City, or by cooperative action of the two agencies.
