Statement of the Matter
City Council requested that proposals for an appraisal be obtained
on Lots 24 through 29 inclusive, Chestnut Heights. We have
received two proposals from M.A.T. appraisers. The fee in both
cases is $1500.00 and delivery time is the same, 30 days from
date of contract.
The property is located at the southwest corner of Chestnut
and El Camino Real.

Staff Recommendations to the City Manager
Staff has had previous experience with Mr. Gerald Kibbey and recommends
he be assigned to do the appraisal. He has had a great deal of
experience in North San Diego County and we feel. this would be
an asset to the City.

Dear Mr. Baldwin:
Pursuant to our conversation of February 10, 1975, I submit a
proposal for an appraisal of Lots 24-29 inclusive, of Chestnut Heights.
1. Report to be short -form with basic conclusions; supporting
data to be retained in my files for your inspection if desired.
2. Report will be for negotiation purposes only; should court
testimony be needed at a later time, I reserve the right to update
the report to meet standards of condemnation action. The fee for
updating to be by mutual consent of the City of Carlsbad and myself.
3. Should there be a reed for engineer<,ng analysis, at the approval
of the Cl,.y of Carlsbad, I would ask for work by a private engineer
or by the engineering staff of the City of Carlsbad, at no cost to
myself.

Dear Mr, Baldwin:
I would be prepared to deliver to you, in quadruplicate, a negotiating
type appraisal within 30 to 45 days after receiving your written authorization
to proceed.
The appraisal I have in mind woula contain market data sheets showing
comparable sales, would contain a sales map and would have a very short
analysis and correlation of the sales to subject property but would fall Far
short of the in-depth study and verification of sales that is customary for
a narrative type report to support a condemnation action.
It is quite possible that the rules under which I operate as an MAI will
still require that I make a more elaborate appraisal than you actually need,
however, be that as it may, I will try to keep the report to a minimum and will
avoid such expensive items as aerial photographs, etc, and the report should
serve your purpose for negotiating.
My fee is $1,500.00 payable upon delivery of the report.
I would very much appreciate your early advise inasmuch as I must make
plans in advance and would want to start a sales search at an early date.
I wish to thank you and the City of Carlsbad for considering me for this
interesting assignment,
