Statement of the Matter: State law requires cities to establish three dates on
which the ueneral Plan may be amended. During 1974 the City established the
three dates and preceded each date by a sixty-day review period during which
staff assessed any proposed amendment and made the recommendations to the Planning
Commission and City Council.
It is recommended that May 20^,1975 and September 2, 1975 be the dates on which
proposed General Plan amendments will be heard by the City Council in 1975. A
third date will bestab!ished after the September hearings if it is necessary to
have a third review period during Calendar 1975. The above dates would mean
that the Planning Commission must hear any proposed General Plan amendment on
April 22,£9^5 and^August 11, 1975. - • . ' .
It is anticipated that the June General Plan amendment date will include the
revision of: the Parks and Recreation Element, Circulation Element, including
bicycle paths, and the proposed Goals Element of the General Plan.

Geologic and Seismic Safety Element, Noise Element, Safety Element and
Scenic Highways Element are all new elements of the General Plan and therefore
can be heard on a regularly scheduled basis and are not subject to the three
. General Plan time amendments per year.

Staff Recommendations to City Manager: Staff recommends the City Council adopt
June 3 and September 2, 1975 as the dates on which General Plan amendments will
be^heard during Calendar 1975. Additionally, -it is recommended that the City
Council establish provisions for a floating date after September General Plan
hearings for the third General Plan amendments for 1975.
