In response to a request for proposals, eight engineering firms submitted proposals to the City for consideration. These proposals were reviewed by staff for conformance to the request for proposals and for analysis of general capabilities. The firms sub- mitting the three best proposals were interviewed by a review board. Staff memorandum outlining the selection procedure is attached. Exhibit .A. Staff memorandum B. Council Action 4-15-75- The Council accepted the recommendations of the Review Board to accept the propos.al 'submitted by Brown and Gal dwell, and the staff was instructed to prepare the contract..' -V • ' •' • MEMORANDUM April 4, 1975 TO: City Manager FROM: Public Works Administrator SUBJECT: Sewer Master Plan and Financing Program In conformance with the procedure outlined in my memo to you dated 2-14-75, proposals submitted by eight firms were reviewed by the City Engineer. The firms submitting the three best pro- posals were invited to make a presentation to a review board comprised of Lewis Chase, Councilman, Thelma Sowell, Finance Director and Ronald Beckman, Public Works Administrator. Brown and Caldwell proposed to perform the entire master plan and financing program project with their own staff. Boyle Engineering and Engineering-Science, in their proposals, planned to perform the master plan work with their own forces but each proposed to retain the firm of Bartle Wells Associates to perform the financing program work. Brown and Caldwell, Boyle Engineering and Engineering-Science each made their presentation to the review board on Thursday, April 3, 1975. Each gave a thorough and impressive briefing on their capabilities, experience and proposed plans. RECOMMENDATION After consideration of each firm's staff capabilities, work program, understanding of the project, knowledge of resource material and proposed finished product, the review board recommends that the City Council award the contract to the firm of Brown and Caldwell.
