Mgr. ~j)_ Subject: STREET LIGHTING/PASEO DEL NORTE Statement of the Matter The City of Carlsbad has agreed, as part of the Auto Center development, to provide street lighting on that portion of Paseo Del Norte (Plaze Del Norte) between the Auto Center and Palomar Airport Road. The estimated cost of temporary lighting along this portion of the road is approximately $20,000.00 .- Exhibit Resolution No. 3 (^ Memo to Council from City Manager dated April 30, 1975. Recommendation If Council approves, adopt Resolution No. $£ 4J j authorizing the appropriation of funds from the Parks and Boulevard Account No. 18, and authorize the staff to negotiate with San Diego Gas and Electric for the installation of street lights in the number and location recommended by the City Engineer. Council Action 5-6-75 Resolution #3641 was adopted, authorizing appropriation of funds 4 AIRPORT ROAD. 5 RESOLUTION NO.. 3641 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING THE APPROPRIATION OF FUNDS FOR STREET LIGHTING ON THAT PORTION OF PASEO DEL NORTE BETWEEN THE AUTO CENTER AND PALOMAR BE IT RESOLVED by the City Council of the City of Carlsbad as follows: 1. That the expenditure of $20.000.00 dollars from the Parks and Boulevard Fund No. 18 for street lighting on that portion of Paseo Del Norte between the Auto Center and Palomar Airport Road is hereby authorized and approved. FRAZEE, Mayor ATTEST: (SEAL) DATE: APRIL 30, 1975 TO: CITY COUNCIL FROM: City Manager SUBJECT: STREET LIGHTS - PASEO DEL NORTE In order to clarify several issues between the City of Carlsbad and the Carlsbad Auto Center, a Memo- randum of Understanding was executed by the Council on February 20, 1973. One of the conditions of that memorandum stated, "It is understood that street lights will be placed over the entire Plaza del Norte Road from Cannon to Palomar Airport Road, but that the number and location over the stretch of road on the Ecke - Carltas portion will be set by the City Engineer." This is in accord with the original "Lease, Leaseback, Option to Buy" Agreement dated November 21, 1972. While the actual timing of these improvements is not discussed, it is my opinion that it is the City's obligation to do them as soon as possible. By memo dated November 15, 1974, the City Engineer has made an estimate of $20,000.00 for the installation of the required lights. At this time these lights are intended to be installed as temporary lights on wood poles. This is because the final alignment and right- of-way width may be adjusted, depending on the nature of the development of the adjacent property. There is a possibility however, that San Diego Gas and Electric may provide undergrounding at their expense as part of another project they are engaged in. If this occurs, we may be able to fulfill the City's obligation at a more reasonable cost or allow us to provide ornamental light standards within the estimated cost. The cost of future relocation, if necessary, should be at minimal cost. It is my recommendation that the money be appropriated at this time, leaving specific negotiations as to the installation with the staff. PAUL D. BUSSEY City Manager PDB:ldg
