1975-76 LIGHTING DISTRICT REPORT
Statement of the Matter
Due to the many annexations and new street lights installed during
the last two years, it is necessary to restructure the City's lighting
maintenance districts. A report and new district map, as ordered by
City Council Resolution No. 3638 has been prepared.
The report contains a total cost estimate for energy^ including estimated
fuel increases, maintenance and administration of the lighting districts
A breakdown of individual assessments will be available at the final
hearing. If the Council wishes to assess the cost of lighting energy
and maintenance : to -the property owners, the enclosed resolutions should
be passed.

Council Action
6-3-75 Resolution No. 3656, approving the report of the lighting main
tenance districts, was adopted by title only.
Resolution No. 3657, setting the date of July 1, 1975, as the
date .for Public Hearing, was adopted by title only.
CITY OF CARLSBAD
Street Lighting Report
1975-76
There are approximately 1500 street lights in the City, an increase of
more than 200 lights over last year.
All the public ways or portions thereof within the City limits shall be
lighted as shown on the map filed with the Clerk of the City. The lighting
systems to be maintained and operated shall include all existing lights
within the public rights of way as shown on the map filed with the Clerk.
These systems consist of the City-owned ornamental street light system
and the utility-owned (SDG&E) system composed of ornamental lights and
luminaires mounted on wood power poles.
The items of maintenance and operation proposed to be furnished will
consist of power, relamping, cleaning of lenses and repair or replace-
ment of damaged circuits, electrical components and poles.
The estimated cost of furnishing power and maintenance to the system is
shown on attached Exhibit "A". Many of the lights are presently being
installed by developers who have deposited funds to cover maintenance
and operation during the next year. City participation is limited to
lighting around City-owned parcels (Civic Center, parks, etc.). Lighting
around schools, churches, freeway crossings, traffic signalized intersec-
tions and major streets through residential areas will benefit the City
as a whole and will be assessed accordingly.
The attached map (Exhibit "B"), prepared by the City Engineer, shows the
districts to be benefited by maintenance and operation and which are to
be assessed the cost thereof. The City is to be divided into three
districts as follows:
District 1 - intersection lighting only (white)
District 2 - non-standard mid-block lighting (red)
District 3 - ornamental lighting (green)
The actual assessments to be levied against each parcel cannot be computed
until after July 1 when the 1975-76 assessor's roll will be available.

RESOLUTION NO. 3656
A RESOLUTION OF THE'CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, APPROVING
THE REPORT OF THE CITY ENGINEER REGARDING
THE MAINTENANCE AND OPERATION OF A STREET
LIGHTING SYSTEM MADE PURSUANT TO RESOLU-
TION NO. 3638
WHEREAS, the City Council of the City of Carlsbad did, by
Resolution No. 3638 , adopted pursuant to the Municipal Lighting
Maintenance District Act of 1927, order the City Engineer to
make and file a report relating to the creation of a district for
said purpose; and
WHEREAS, the City Engineer has complied with the terms of
said resolution and has presented the report.to the City Council;
and
WHEREAS, the City Council has proceeded to examine, inspect
and consider said report;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad as follows:
1. That the above recitations are true and correct.
2. That the report of the City Engineer of the City of
Carlsbad dated June 3, 1974, and the map entitled "Lighting
Maintenance District Map 1975-77" which accompanied said report
are hereby approved.
3. The City Engineer is directed to file said report and
said map with the City Clerk. .

RESOLUTION NO. 3657
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, DECLARING THE INTEN-
. TION OF SAID COUNCIL TO ESTABLISH LIGHTING
MAINTENANCE DISTRICTS IN THE CITY OF CARLSBAD
TO PROVIDE FOR THE MAINTENANCE AND OPERATION
OF STREET LIGHTING SYSTEMS IN SAID CITY FOR
A PERIOD OF MONTHS BEGINNING JULY 1, 1975 AND
ENDING JUNE 30, 1977, AND SETTING A TIME AND
PLACE FOR HEARING PROTESTS THERETO.
WHEREAS, the City Council has determined upon report by the
City Engineer that the public interest and convenience require
the operation and maintenance of a street lighting system in the
City of Carlsbad; and
WHEREAS, the City Council intends to fund a portion of the
expenses for said system by the formation of three districts com-
prised of lands to be benefited by said system all pursuant to
the Municipal Lighting Maintenance District Act of 1927;
NOW, THEREFORE BE IT RESOLVED by the City Council of the
I City of Carlsbad as follows:
1. That the above recitations are true and correct.
2. That the public interest and convenience require and
it is the intention of this City Council to order that a street .
lighting system comprised of certain fixtures and appliances on
certain public ways within the City, both as described herein, be
maintained and operated for a, period of months beginning July 1,
1975, and ending June 30, 1977, and that a portion of the costs
thereof be financed by assessments 'levied against certain lands
within the City benefiting from said system contained in three
districts to be formed pursuant to the Municipal Lighting Mainten-
ance District Act of 1927.
3. That the public ways to be lighted are shown on the plat
map entitled "Lighting Maintenance District Map 1975-77" on file
in the Office of the City Clerk and incorporated by reference
herein.
4 4. The lighting systems to be maintained and operated are

also shown on said map: District 1 outlined in yellow encompasses
all of the City of Carlsbad; District 2 is made up of the red areas
and District 3 is made up of the green areas, and are further
8 generally described in the Report of the City Engineer to the
City Council dated June 3, 1975, on file in the Office of the
10 City Clerk and incorporated by reference herein.
11 5. That the general items of expense of maintenance and opera
12 tion proposed to be furnished, the cost of which is to be assessed
13 in whole or in part against the lands within the three districts
14 including electric power, repairs, replacements and other necessary
15 items, are described in said Report of the City Engineer.
16 6. That the statement of the estimated cost of all other
17 items in the three districts for the first year is contained in
18 said report and in Exhibit "A" thereto.
19 7. That it is estimated that the system will not require
20 any gas power. It is estimated that the system will require
21 approximately 1,376,866 kilowatt-hours of electric power per year
22 for each year of operation.
23 8. That the boundaries of the three districts to be
24 benefited by and to be assessed to ,pay the costs of the maintenance
25 and operation of the system are shown on the map entitled "Lighting
26 Maintenance District Map 1975-77" on file in the Office of the
27 City Clerk and incorporated by reference herein.
28 9. That the length of time that maintenance and operation

1 shall be furnished for the system shall be from 1975 to 1977.
2 10. That the improvement contemplated by this Resolution of
3 Intention shall be done under the provisions of the Municipal
4 Lighting Maintenance District Act of 1927, being Part 3 of Division
5 14 of the Streets and Highway Code ^of the State of California.
6 11. That 7:00 p.m., the 1st day of July, 1975, at the
7 Council Chambers of the City Hall, 1200 Elm Avenue, Carlsbad,
8 California, is hereby designated as .the time and the place where
9 all persons having any interest in lands within the district
10 liable to be assessed for the expenses of the maintenance and
11 operations may be heard and objections or protests will be heard.
12 12. That there shall be paid a percentage of the costs of
13 the maintenance and operations of said system by the. City from
14 i such funds as the City Council may designate as follows:
15 District No. 1: Zero (0%) Per Cent
16 District No. 2: One-Half (%%) Per Cent
17 District No. 3: One and One-Quarter (1%%) Per Cent
18 13. That the City Clerk is directed to give notice of said
19 time and place of hearing in the time, form and manner prescribed
20 by law in the official- newspaper of the city.
21 14. That the City Engineer is directed to post the notices
22 as required by Section 18666 of the Streets and Highways Code.
