Subject: ESTABLISHMENT OF MAYOR'S YOUTH COMMITTEE Statement of the Matter The Mayor's Youth Committee was previously established by agreement of the Council in September, 1970. Councilman Claude Lewis was appointed as liaison with this committee. This agenda bill is prepared in order to clarify and officially establish this committee in accordance with Council Policy 19 adopted June 5, 1974. This committee provides a means for Council to receive input from the youth of the community: Exhibit Resolution No. Recommendation If Council concurs, adopt Resolution No. establishing the Mayor's Youth Committee: City Council 7-1-75 Resolution #3683 was adopted, establishing the Mayor's Youth Committee. ri 1 RESOLUTION NO. 3683 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA CREATING 3 AND ESTABLISHING THE MAYOR'S YOUTH COMMITTEE. 4 5 WHEREAS, this committee was established in September, 1970 6 by authority of the City Council; and 7 WHEREAS, it is the purpose of this committee to express the 8 needs of youth in the community on matters affecting the youth 9 of the City, this committee is hereby established. 10 NOW, THEREFORE, BE IT RESOLVED by the City Council of the 11 City of Carlsbad, California as follows: 12 Section 1. A City committee known as the Mayor's Youth 13 Committee is authorized and will be appointed by the authority 14 of the City Council. 15 Section 2. This committee shall be an advisory committee 16 composed of members from the City of Carlsbad's schools and 17 outh clubs. 18 Section 3. This committee shall be charged with making 19 recommendations to the Council for those matters affecting the 20 youth of the community as related to City functions. 21 Section 4. The committee shall consist of a chairman appointed 22 by the Mayor with the consent and concurrence of the Council, and a 23 nembership whose total shall be constituted by that number which 24 orovides for two e:signated representatives from each school and 25 outh club in the City. Such representatives shall be confirmed for 26 ppointment by a voice vote of the Council, the majority of ;:he 2 1pouncil present at the time the vote was taken concurring. The �•`16airman, with the consent and concurrence of a simple majority of U r-- UL 1 r 1 the appointed committee, shall be empowered to select and designate 2 members to any subcommittee as he deems necessary and appropriate. 3 Section 5. -Meetings shall be governed by Robert's Rules of 4 Order. 5 Section 6. The committee shall mee'. at the discretion of the 6 committee or upon request of the City Council. Minutes of each I meeting forwarded to the Mayor and City Manager w t*bin two weeks 8 after the meeting date. Periodic reports of progress and activity 9 shall be submitted to the City Council at periods not less than 10 each calendar quarter. 11 Section 7. A member of the Council shall be appointed as 12 liaison to this committee. 13 Section 8. Members shall serve without compensation. 14 PASSED, APPROVED AND ADOPTED at a regular meeting of the City 15 Council of the City of Carlsbad, California, held on the 1st day 16 of July , 1975, by the following vote, to wit: 17 AYES: Councilmen Frazee, Chase, Lewis, Skotnicki and 18 NOES: None Councilwoman Casler 19 ABSENT: None 6�w- ILZ —Xzn"" 21 ROBERT C.
