Sub--e— FIRE STATION NO. 3 SITE Statement of the Matter Negotiations have been continuing with the owner of the property at the southwest corner of E1 Camino and Chestnut for Fire Station No. 3 site. A memo is attached which outlines the costs of the location at E1 Camino and Chestnut and our presently owned location at Catalina and Chestnut. Exhibit' Memo to City Council from City Manager dated 7-7-75. Recommendation If Council concurs, instruct staff to discontinue negotiations on the El Camino and Chestnut site and authorize them to hold neighborhood meetings with the residents on Catalina and the surrounding area to explain the need for a fire station. Staff should be further instructed to make application for a Conditional Use Permit on the City's behalf. Council action 7-17-75 The Council instructed staff to discontinue negotiations for Fire Station site on the E1 Camino and Chestnut Site and apt horizr,d neighborhood meetings with residents.on Catalina and surrounding area to explain need for fire station. DATE: JULY 7, 1975 TO: CITY COUNCIL FROM: City Manager SUBJECT: FIRE STATION NO. 3 SITE Several meetings have been concluded with Mr. Marvin Humphreys concerning the purchase of his property at the southwest corner of E1 Camino and Chestnut. The City appraisal of the property indicates a value of $76,000.00. Although no firm offer has been tendered or accepted, it appears that a negotiated settlement could be reached for between $100,000.00 and $120,000.00. A recapitulation of the cost of the southwest corner of E1 Camino and Chestnut with the southwest corner of Catalina and Chestnut is as follows: Catalina and E1 Camino and Chestnut Chestnut Site -0- $100,000 Building $80,000 80,000 Architect Fees -0- 10,000 Curb, Gutter and -0- 2,700 Sidewalks Sewer -0- 8,500 Water -0- 1,000 Grading -0- 2,000 Total $80,000 $204,000 If the actual site at El Camino Real and Chestnut were purchased as a future park site, a portion of the $75,000.00 in Park District Four could be utilized. This would, of course, deplete that fund, restricting other park develop- ment in the area. It is my recommendation that negotiations for the site be discontinued. The staff should be authorized to hold a neighborhood meeting with the residents on Catalina Street and the surrounding area to explain the need and operation of a station in the area. Additionally, the staff should be authorized to apply for a Conditional Use Permit for the construction of the fire station. At the time of the Conditional Use Permit hearing, any neighbors who have questions or wish to protest the facility can be heard. PAUL D. BUSSF.Y City Manager PDB:Idg
