Statement of the Matter

The Mayor's Youth Committee has met and discussed skateboards
and their relationship to the City of Carlsbad. This was done
at the request of the Mayor and staff. The committee studied
ordinances of other communities and discussed how best to
handle this problem. They are proposing rules and regulations
as shown in the attached exhibit. From this input and
information from the Council, they, are hopeful that an
ordinance can be prepared regarding skateboards in the City
of Carlsbad.•
The advisor to the Mayor's Youth Committee, Thomas Robertson,'
and the committee chairman, Scott Rossall, will be present at
the meeting to answer any questions and receive' further
• direction by the Council.

Subj: Proposed Skateboard Law for the City of Carlsbad
The attached sheet is the result of two separate meetings of the
Mayor's Youth Committee for the City of Carlsbad. After studying
other San Diego County cities proposals and realizing the need
for clarification of the "do's and don't's" of skateboarding
thQ committe settled on the attached proposals which we wish
to present to the Council on Aug.. 5t:h• I will be present at this
time to go over the proposal and answer any questions you might
have. Also in attendance will be Scott Rossall, Committee
Chairman.
The Cc cittee also wishes to obtain from the Council specific
areas, needs, occurances you feel you would like a response on
from the young people of Carlsbad. If possible, I would
like to receive some items at the Tuesday Council meeting.

Significant thought went into the recommendation and

The Youth Committee is new and the City staff may not
have taken steps to see that they had input from the
affected departments.
Although I do not necessarily want to delay this item,

The Carlsbad Mayor's Youth Committee proposes the following
regualtions concerning skatebaords used within the Carlsbad
City limits.
Skateboards should be prohibited from use in the following areas:
(1) Business districts (streets and sidewalks)
(2) Public plazas
(3) School Grounds during school hours
(4) Residential sidewalks
(5) Freeway tunnel walls (example -Tunnel under Highway 5 on Chestnut)
(6) Skateboards are also prohibited on the following streets:
Chestnut from El Camino to Monroe St.
Park from Tamarack to Hillside
Basswood from Donna to Seacrest
Skyline from Westhaven to Alder
Any part of Sierra Morena
Tamarack from Highland to Jefferson will be considered in
a business district
Skateboard will be allowed on residential streets from 9 AM until
5 PM. All traffic signs and laws must be obeyed. Skateboards
must be walked across pedekian crossings.
The following course of action is recommended for violators of
the proposed regualtion:
1st offense - issuance of a citation (warning)
2nd offense - issuance of a citation, $5.00 fine
3rd offense - issuance of a citation, 30 day confissation of
skateboard
Any offense beyond this will be handled on an individual basis by
the Carlsbad Police Department.
