Subject: VISTA-CARLSBAD SEWAGE TRANSMISSION SYSTEM - IMPROVEMENT AND ENLARGEMENT OF THE BUENA VISTA AND AGUA HEDIONDA PUMPING STATIONS ' Statement of the Matter On March 4, 1975, the City Council accepted the project report and certified the information in the EIR which was previously certified . by the Vista Sanitation District (VSD) in its capacity as lead agency. Council also authorized preparation of the plans and specifications for Phases IA and IB, the Buena Vista force main paralleling and the upgrading and phased enlargement of the Buena Vista pump station. The request before the Council at this time is for authorization to permit the VSD to accept bids on Phase IA of the project. Staff will work with VSD staff to prepare a supplement to the Basic.Agreement outlining ownership rights and cost sharing of the proposed system (as outlined in the Project Report). Council action 8-19-75 The City Council -authorized the Vista Sanitation District, in its capacity as lead agency, to advertise for bids for the Buena Vista force main. MEMORANDUM August 11, 1975 TO: City Manager FROM: Public Works Administrator n/ SUBJECT: Buena Vista pump station and force main project The City Council at its meeting of March 4, 1975, approved the accep- tance of the project report for the "Improvement and Enlargement of the Buena Vista and Agua Hedionda Pump Stations", and authorized Vista to direct the consultant to prepare the plans and specifications for the paralleled Buena Vista force main construction and the upgrading and phased enlargement of the Buena Vista pump station. The plans and specifications for the paralleled force main portion of the project have been prepared and approved by the professional staff. The consultant is in the process of preparing plans and specifications for the more complex upgrading and phased enlargement of the pump station. The project manager (County Department of Sanitation and Flood Control) has proposed that the City and Vista Sanitation District proceed with the installation of the force main portion of the project (Phase IA of the Buena Vista segment as described in the project report) as soon as possible to minimize the effects of cost escalation and to get the pipe in the ground before the rainy season gets here. The immediate impact of the construction of the force main will be to increase the peak capacity of the pump station from 5.7 MGD to 8.8 MGD. This can be accomplished because the existing pumps will have less resistance to flow due to a larger pipe area and, therefore, can move a larger volume of wastewater with the same equipment. In addition to the normal impacts of increased capacity, the additional impact in this instance will be the ability to handle peak wet weather flow conditions during the upcoming heavy rain season. Existing gravity lines downstream of the proposed force main can handle the potential increased flow that may result from the force main project and the first phase of enlargement of the pump station. Funds for the Buena Vista force main and pump station project have been approved in the 1975-76 budget. Staff will be returning to Council within the next sixty days with a proposed supplement to the Basic Joint Sewer Agreement. This supplement will formalize the agreed-to sharing of costs and the revised percentages of ownership outlined in the project report. RECOMMENDATION It is recommended that the City Council authorize the Vista Sanitation District, in its capacity as lead agency, to receive bids for the para- lleled Buena Vista force main. RAB/dh
