Mgry.^XJ^J. . < Subject: CITY CONTRACT NO. 1026 - INSTALLATION OF 10" DIAMETER WATER LINE IN SKYLINE DRIVE BETWEEN BIRCH AND ALDER AVENUES Statement of the Matter Recent heavy demand on the capacity of the 20" CMWD trunk line in El Camino Real has demonstrated a need for an alternate source of fire flow in the vicinity of El Camino Real and Tamarack Avenue. Guaranteed fire flow is being provided by an interim operational set-up which diverts flow intended for Ellery Reservoir to provide fire flow in the subject area. This is an interim system only and requires a significant effort by field personnel to maintain a sufficient level in the Ellery Reservoir for fire protection in other neighborhoods. An existing old.6"diameter steel water line on Skyline does not have sufficient capacity to "feed" from the Ellery pumps to the affected area. This line has a 10" stub at each end for a parallel system ex- tension. Paralleling the 6" line with the proposed 10" line will: 1. provide an alternate source of fire flow to the subject area and 2. significantly improve water pressure and fire flow for many existing residences along Skyline Drive. ZJoSglass Southwest, Inc., developers of Carlsbad Palisades,- has agreed hjQ contribute $7,000 toward the cost of the proposed water line extension because this line will partially benefit their development. The estimated cost of the project is as follows: design and contract administration $2,000 construction 18,000 contingencies 1,OOP $21,000 Funds in the amount of $14,000 are available in Water Fund balances. The Planning Commission has made findings that this project is in confor- 'mance with the City's General Plan. An Environmental Impact Assessment' has been made and the project has been declared non-significant. Exhibits A. plans and specifications (on file in Engineering Department) wall exhibit B. Resolution No.37«3/ authorizing transfer of funds from water line re- placement fund to water line project on Skyline Drive, and 2. Resolution No. S733L approving plans and specifications and authorizing City Clerk to advertise for bids. Agenda Bill #3450 Page - 2 Council action 8-19-75 Resolution #3721 was adopted, authorizing transfer of funds from water line replacement fund to water line project on Skyline Dr. Resolution #3722 was adopted, approving plans and specifications and authorizing City Clerk to advertise for bids. 1 RESOLUTION NO. 3721 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA AUTHORIZING 3 TRANSFER OF FUNDS FROM WATER RESERVE ACCOUNT TO SKYLINE DRIVE WATER LINE 4 PROJECT 5 WHEREAS, there is not presently sufficient fire flow volume 6 in the vicinity of Tamarack and El Camino Real; and 7 WHEREAS, the construction of a 10" water line in Skyline 8 Drive will provide an alternate source of fire flow at Tamarack 9 and El Camino Real and improve water pressure for the residences 10 along Skyline Drive; and 11 WHEREAS, funds for construction of the water line are avail- 12 able in the Water Reserve and from developer cash deposit; 13 NOW, THEREFORE, BE IT RESOLVED that the Finance Director is 14 instructed to transfer $14,000 from the Water Reserve Account 15 to the Skyline Drive Water Line Project. 16 PASSED, APPROVED AND ADOPTED at a regular meeting of the 17 City Council of the City of Carlsbad, California, held the 19th 18 day of August , 1975, by the following vote, to wit AYES: CounciImen Frazee, Chase, Lewis, Skotnicki and Councilwoman Casler 20 NOES: None 21 ABSENT: None 22 ROBERT C. ADAMS, ^-City Clerk / ' TV/(seal26 27 28 1 RESOLUTION NO. 3722 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY .OF CARLSBAD, CALIFORNIA, APPROVING 3 PLANS AND SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO INVITE BIDS FOR THE 4 INSTALLATION OF WATER LINE IN SKYLINE DRIVE, BIRCH AVENUE TO ALDER AVENUE, 5 CONTRACT NO. 1026 6 WHEREAS, the City Council of the City of Carlsbad has 7 determined that it is necessary and in the public interest to 8 install a water line in Skyline Drive from Birch Avenue to 9 Alder Avenue; and 10 WHEREAS, plans and specifications for the furnishing of 11 all labor, material, tools, equipment, transportation and other 12 expense necessary or incidental for said project, Contract No. 13 1026, have been prepared and filed in the Engineering Department 14 of the City of Carlsbad and are incorporated by reference herein; 15 NOW, THEREFORE, BE IT RESOLVED by the City Council of the 16 City of Carlsbad, California, as follows: 17 1. That the above recitations are true and correct. 18 2. That the plans and specifications as presented are 19 hereby approved. 20 3.
