Gentlemen: The San Marcos Fire Protection District is aware of the East Carlsbad detachment t2.25 of 189.1 acres. The fire department concurs that this is a logical and reasonable detachment and has no objections to this action. Very truly , San Marcos Fire Protection District M EM0 RA NDU M September 16, 1975 TO: City Council FROM: Planning Department SUBJECT: East Carlsbad Detachment No. 2.25 When the Rancho Carrillo annexation was approved in 1972, an ovclrlap of fire service areas occured. This overlap could have been corrected easily within one year of the annexation but now requires a full application procedure. LAFCO has requested that the City of Carlsbad act as applicant for this detachment. Approval of the attached City Council Resolution would make legal application for the detachment of the subject property from the San Marcos Fire Protection District and commit the City to pay all costs of the detachment proceedings. It is estimated that the total cost will be around $215.00. The proposed detachment has been declared to have a "non-signi- ficant" impact on the environment because it simply eliminates duplication of services to the area. The City Council of the City of Carlsbad does hereby resolve as follows: WHEREAS, the City Council of the City of Carlsbad desires to initiate proceedings for the detachment of the territory hereinafter described from the San Marcos Fire Protection District. NOW, THEREFOREy BE IT RESOLVED by the City Council of the City of Carlsbac as follows: Application and a proposal is hereby made to the Local Agency Formation Commission of the County of San Diego for a change of organization as follows: A. B. C. 0. E. This proposal is made pursuant to the District Reorganization Act of 1965, commencing with Section 56000 of the Government Code of the State of California. The nature of the proposed change of organization and the names of all districts for which any such changes of organization is proposed are as follows: 1) The detachment of the hereinafter described territory from the San Marcos Fire Protection District. The names of all affected counties, cities and districts are: 1) 2) 3) The City of Carlsbad. The territory proposed to be detached from San Marcos Fire Protection District is uninhabited. A description of the exterior boundaries of said territory is attached hereto as Exhibit "A" and made a part hereof.
