Statement of the Matter Attached is a copy of an executive summary prepared by Mr. Phillip L. Soto, acting Director of the OIC-CET San Diego County, Inc. This organization is attempting to gain grant funds to provide a manpower training program to residents of North County. A description of this program is contained in the attached executive summary. OIC-CET has requested a statement of support from the City Council of the City of Carlsbad. Such a statement of support does not imply any financial nor official participation by the City of Carlsbad in the subject program. It is"meiely'a statement by the Council providing their encouragement to OIC-CET. Therefore, if it is the desire of the Council to express •.upport for the training objectives of OIC-CET,, the attached resolution may be enacted Exhibit Resolution No.274,5- Executive Summary prepared by Phillip L. Recommendation if the Council concurs with the program, they may indicate their support by the adoption of Resolution No. GS'" Council Action 10-21-75 Resolution No. 3765, supporting the Manpower Training Objective of OIC-CET of San Diego County, Inc., was adopted. Soto; --- Acting Director OIC is a national manpower training program. CET is the Spanish equivalent named by the Southwestern region. OIC-CET is a manpower training program that is established to train the sorioeconomicaliy disadvantaged people, including highschool dropouts, ex -offenders, ex -addicts, welfare recipients, farm laborers and those who have demonstrated an inability to compete for decent, full time employment. The OIC-CET program will train its students in two areas of training, occupational skills training and orientation to work situations. The occupational skills training will be in the demand skills sought in this area, and with the guidance and assistance of the representatives of local industries on our Industrial Advisory Board, we will train for those machines and products used in this area. The orientation tow work situations will be taught to all students while in training and will entail training the students those basic habits and attitudes of punctuality, productivity and cooperation sought by local employers to gain and maintain decent employment. OIC-CET of San Diego County, Inc.; a non-profit corporation, is a new program and will be locally controlled bye'community people who are interested in the upward mobility of our county's hard core unemployed. They will provide direction to the Executive Director and the staff in the areas of demand skills training and the general objectives of this corporation. The OIC-CET of San Diego County, Inc. will be modeled after the OIC-CET of Santa Clara County, a manpower training program that was rated number one in the nation by the Economic Development Administration, U. S. Department of Commerce. The E. D. A. - D. 0. C. has awarded the OIC-CET of Santa Clara County a grant to establish a non -contractual. relationship with other areas (San Diego being one) to provide technical assistance, including management training of the Executive Director, program development, occupational needs surveys, and assistance in setting up the accounting and management information systems. OIC•-CET of Santa Clara County trained and placed 1,502 students last year and thesa previously socially disadvantaged people earned $10,590,000.00, which needless to say was quite a boost for the local economy. Although the manpower training program proposed for San Diego County is on a smaller scale than the one existing in Santa Clara County, I feel it can and will work to train the hard core unemployed of our area, to make productive citizens of these disadvantaged people in our society. Though we only plan to train 180 students in the first year, expansion of this number will be a constant objective. WHEREAS, the City Council supports the stated objectives of OIC-CET of San Diego County, Inc. in their manpower training program; NOW, THEREFORE, BE IT RESOLVED that the City Council does commend and encourage OIC-CET of San Diego, Inc., to pursue the objectives of their manpower training program. PASSED, APPROVED AND ADOPTED by the City Council of the City of Carlsbad, California, at a regular meeting held the 21st day of October , 1975. AYES: Councilmen Chase, Lewis and Councilwoman Casler.
