PHASE III UPGRADING AND ENLARGEMENT OF THE ENCINA WATER POLLUTION CONTROL FACILITY _ . _ ' Statement of the Matter The Comprehensive Planning Organization, -^acting as the area-wide clearinghouse for the San Diego region, has reviewed the application by the joint members for the Phase III upgrading and enlargement of the Encina Water Pollution Control 'Facility, pursuant to the Office of Management and Budget Circular A-95. As a result of their review, they have recommended unconditional approval of the application and at the same time requested voluntary planning efforts by general purpose local governments to develop a coordinated public facilities and land use staging program. The Joint Advisory Committee, at its meeting of September 24, 1975, adopted a resolution requesting local planning efforts by those general purpose local, governments in the Encina service area. Recommendation It is recommended that City -Council approve Resolution No ^JJd , authorizing the City of Carlsbad'to engage in local planning efforts and requesting the Cities of San Marcos and Vista and the County of San Diego to engage in local planning efforts. Council Action 10-21-75 Resolution No. 3774, requesting the Cities of San Marcos, and Vista and the County of San Diego to engage in local planning efforts and authorizing city participation in local planning efforts, was adopted. 1 RESOLUTION NO. 3774 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA REQUESTING 3 THE CITIES OF SAN MARCOS AND VISTA AND THE COUNTY OF SAN DIEGO TO ENGAGE IN 4 LOCAL PLANNING EFFORTS AND AUTHORIZING CITY PARTICIPATION IN LOCAL PLANNING • 5 EFFORTS 6 WHEREAS, each of the Member Agencies of the Encina Joint 7 Sewerage System, the Vista Sanitation District, the City of Carlsbac 8 the Buena Sanitation District, the San Marcos County Water District, 9 the Leucadia County Water District and the Encinitas Sanitary 10 District ("Members") have joined together to plan, design and 11 construct the Phase III Upgrading and Enlargement of the Encina 12 Water Pollution Control Facility in order to meet Federal and State 13 requirements for improved sewage treatment and in order to meet 14 anticipated increased demands; and 15 WHEREAS, the Vista Sanitation District on behalf of the 16 Members has submitted an application for Federal and State grants 17 to assist in funding said upgrading and enlargement; and 18 WHEREAS, the Comprehensive Planning Organization, acting as 19 the area-wide clearinghouse for the San Diego region, pursuant to 20 Office of Management and Budget Circular A-95, has reviewed the 21 subject application; and 22 WHEREAS, the 1986 population design capacity of the proposed 23 upgrading and enlargement is consistent with regional forecasts; 24 and 25 WHEREAS, concerns about the environmental and economic impact 26 of served area, population growth and facilities upgrading and 27 enlargement within the Encina service area exist; and 28 WHEREAS, the Board of Directors of the Comprehensive Planning 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Organization has recommended unconditional approval of the Vista Sanitation District's application; and WHEREAS, the Board of Directors has requested voluntary planning efforts by general purpose local governments and encourage< its staff to assist in such efforts; and WHEREAS/ the City of Carlsbad recognizes that a coordinated public facilities (sewer, water, roads, fire, police, etc.) and land use staging program (time and location) will support and enhance the Encina Phase III upgrading and enlargement project. NOW, THEREFORE, the City Council of the City of Carlsbad hereby resolves as follows: 1. That the City of Carlsbad is willing to participate with the other general purpose local governments having jurisdiction over the Encina service area to prepare and adopt a work program, prior to the start of construction of the Phase III Upgrading and Enlargement of the Encina Water Pollution Control Facility, to accomplish a coordinated public facilities (sewer, water, roads, fire, police, etc.) and land use staging program (time and location and that such efforts be assisted by the Regional Water Resources Plan and Program, the Regional Air Quality Strategy and the Pilot Growth Study now underway in North County. 2. That the Cities of San Marcos and Vista and the County of San Diego are hereby requested to join with the other general purpose local governments having jurisdiction over the Encina service area to prepare and adopt a work "program, prior to the start of construction of the Phase III Upgrading and Enlargement of the Encina Water Pollution Control Facility, to accomplish a coordinated public facilities (sewer, water, roads, fire, police, -2- c' • • W 1 etc.) and land use staging program (time and location) and that 2 such efforts be assisted by the Regional Water Resources Plan and 3 Program, the Regional Air Quality Strategy and the Pilot Growth 4 Study now underway in North County. 5 3. That the staff of the Comprehensive Planning Organization 6 is requested to cooperate with and assist the City of Carlsbad and 7 the other general purpose local governments in the Encina service 8 area in the preparation of such work program and ultimately such 9 public facilities staging program. 10 4. That the Environmental Protection Agency is requested to 11 assist the City of Carlsbad and the other general purpose local 12 governments having jurisdiction over the Encina service area in 13 funding the development of the staging program as a means to com- 14 prehensively implement Federal objectives. 15 5. That a copy of this resolution shall be sent to each 16 member of the Encina Joint Sewerage System, each of said general 17 purpose local governments having jurisdiction over the Encina 18 service area, the Board of Directors and Executive Director of 19 the Comprehensive Planning Organization, the Environmental Protec- 20 tion Agency and the State Water Resources Control Board. 21 PASSED, APPROVED AND ADOPTED at a regular meeting of the City 22 Council of the City of Carlsbad held the 21st day of October 23 1975, by the following vote, to wit: 24 AYES: Councilmen Chase, Lewis and Coimcilwoman Casler. 25 NOES: None. 26 ABSENT: Council men Frazee and Skotnick. 27 ' ATTEST: . NOW, THEREFORE, the Joint Advisory Committee of the Encina Joint Sewerage System hereby RESOLVES as follows: 1. That each of the Members is hereby urged to request the general purpose local governments, to wit: the cities of Carlsbad, Vista and San Marcos and the County of San Diego, having juris- diction over the Encina service area to jointly prepare and adopt a work program, prior to the start of construction of the Phase III project, to accomplish a coordinated public facilities (sewer, water, roads, fire, police, etc.) and land use staging program (time and location) and that such efforts be assisted by the Regional Water Resources Plan and Program, the Regional Air Quality Strategy and the Pilot Growth Study now underway in North County. 2. That such general purpose local governments request the staff of the Comprehensive Planning Organization to cooperate with and assist them in the preparation of such work program and ultimately such public facilities staging program. 3. That attached hereto as Exhibit "A" is a sample resolution which may be of assistance to the Members and may be utilized by them in making such requests. 5. That a copy of this resolution shall be sent to each Member, and a copy of same and any copies of resolutions of Members adopted as requested herein be sent to each general purpose govern- ment, the Board of Directors and Executive Director of the Com- prehensive Planning Organization, the Environmental Protection Agency, and the State Water Resources Control Board. PASSED AND ADOPTED by the Joint Advisory Committee of the Encina Joint Sewerage System at a regular meeting thereof held on the 24th day of September, 1975, by the following vote, to wit: AYES: Buena Sanitation District, City of Carlsbad, Encinitas Sanitary District, Leucadia County Water Dist ;ct, Vista Sanitation District NOES: none ABSENT: San Marcos County Water Di ATTEST: iane Hubbard, Secretary — 3— MEMORANDUM October 10, 1975 TO: City Manager FROM: Public Works Administrator SUBJECT: Local agency planning effort - Phase III Upgrading and Expansion The Comprehensive Planning Organization conducted hearings, in accordance with the Federal Government's A-95 procedures, on the joint sewer agencies' application for grant monies to upgrade and enlarge the Encina Water Pollution Control Facility (Phase III) . The CPO Board, in addition to its unconditional approval of the project, recommended that the local general purpose governmental agencies engage in a coordinated effort to prepare a work program that would result in a coordinated public facilities and land use staging program. Staff from the cities of Carlsbad, San Marcos and Vista and the County of San Diego met to discuss the intent of CPO's request and the level of effort that would be required to comply. Carlsbad outlined the programs it already has underway which substantially comply with what is represented as being CPO's intent. Attached is a copy of a draft letter which staff proposes to send to CPO outlining our existing programs. This draft has also been sent to the other agencies for their information. Once a coordinated work program is outlined, local agencies' staff propose to meet with CPO staff to obtain agreement on the work program, CPO's efforts in implementing the program and the possib- ility of EPA's funding the implementation.
