'^^T/'*/' DAT E: November 18, 1975 . • DEPARTMENT: Planning SUBJECT: Adoption of Resolution of Intention to set public hearing for the proposed "Commercial-Limited Residential" Zone 'S_ta'te'm_an't of the. Matter: During the General Plan Land Use hearings of 1973-74, the Citizen's Committee, Planning Commission and City Council were concerned about the treatment of the area known as the "Roosevelt Street Commercial Area". On August 20, 1974, the Council adopted Ordinance No. 9403 prohibiting commercial development in the Roosevelt Street study area pending the development and adoption of a specific plan for the "inner city". Due to the completion of higher priority items, the downtown specific plan has not yet been completed. On August 19, 1975, staff recommended that the Council apply the "Q" Zone to the study area as an interim solution. Council rejected the staff's recommendation and instructed staff to prepare a zone that would implement the intent of the General Plan for the study area. Attached is a draft of a zone which staff believes will meet the needs of the Roosevelt Street area. Council action 11-18-75 Resolution #3788 was adopted, declaring intention to conduct a public hearing before the Planning Commission to consider a zone code amendment to establish a C-LR Zone. 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 RESOLUTION OF INTENTION NO. 3788 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, DECLARING ITS INTENTION TO CONDUCT A PUBLIC HEARING TO CONSIDER A ZONE CODE AMENDMENT TO ESTABLISH A COMMERCIAL-LIMITED RESIDENTIAL ZONE (C-LR) BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: (1) That it does declare its intention to consider the establishment of a Commercial-Limited Residential Zone (C-LR) in Title 21 of the Carlsbad Municipal Code and directs that the matter be set for public hearing before the Planning Commission of the City of Carlsbad, California. (2) Notice of said public hearing shall be given in the manner prescribed by law.
