DELETION OF DEPARTMENT HEADS FROM CLASSIFIED SERVICE.
Statement of the Matter
T-ie City Council at your meeting of November 18, 1975,
directed the City Attorney to prepare the necessary
documents amending Section 2.44.030 of the Carlsbad
Municipal Code. The ordinance amending the code change
i^ attached.

12-2-75 Ordinance #1186 was introduced for a first reading, amending
Title 2, Chapter 2.44 of the Municipal Code by the amendment
of Section 2.44.030 to place department heads in the un-
classified service.

ORDINANCE NO. 1186
AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, AMENDING
TITLE 2, CHAPTER 2.44, OF THE CARLSBAD
MUNICIPAL CODE BY THE AMENLMENT OF
SECTION 2.44.030 TO PLACE DEPARTMENT
HEADS IN THE UNCLASSIFIED SERVICE.
The City Council of the City of Carlsbad, California,
does ordain as follows:
SECTION 1: Title 2, Chapter 2.44 of the Carlsbad
Municipal Code is amended by the amendment of Section 2.44.036
to read as follows:
2,44.030 City service. The provisions of this chapter
shall apply to all offices, positions and employments in the
service of the city, except:
G Elective officers;
(2) Members of appointive boards, commissions and
committees;
(3) Persons engaged under contract to supply expert,
professional or technical services for a definite period of time;
(4) Volunteer personnel who receive no regular
compensation from the city;
(5) City Manager;
(6) Assistant City Manager;
(7) Assistant to the City Manager;
(8) Administrative Assistants;
1975; (9) All department heads hired on or after November 1,
(10) City Attorney;
(11) Emergency employees who are hired to meet the
immediate requirements of an emergency condition, such, as
extraordinary fire, flood or earthquake which threatens life or
property;
(12) Employees, other than those listed elsewhere in
this section, who are employed less than half time, which is
defined as employees who are expected to or do work less than
one thousand forty hours in any one fiscal year.
EFFECi''IN,TE DATE: This ordinance shall be effective thirty
days after its adoption, and the City Clerk shall certify to
the adoption of this ordinance and cause it to be published
at least once in the Carlsbad Journal within fifteen days after
its adoption.

INTRODUCED AND FIRST READ at a regular meeting of the
Carlsbad City Council held on the 2nd day of December , 1975,
and thereafter
PASSED AND ADOPTED at a regular meeting of said Council
held on the 16th day. of December , 1975, by the following
vote, to wit:
AYES: Councilmen Frazee, Chase, Lewis, Skotnicki and
Councilwoman Casler
NOES: None
