SKATEBOARD REPORT
Statement of the Matter

Meetings have been held with the Mayor's Youth Committee
representative, the California Skateboard Association
Chairman and staff members. In addition, the Traffic
Safety Commission has discussed this matter. Discussion
has taken place with the Police Department relative to
enforcement.
As a result of these meetings, the conclusion was reached
that while skateboards present a potentially hazardous
situation, nothing should be done at this time prohibiting
skateboards anywhere within the City. The Traffic Safety
Commission also stated that if a particular area becomes
a hazard, the Commission will review the matter and treat
it as an individual problem.
The Police Department feels it is possible to cite skate-

The Mayor's Youth Committee felt that certain streets
should be set asi4e for skateboarding but further review
by the committee brought forth the conclusion that this
would necessitate revisions from time to time as new
areas are developed.

Upon the recommendation of the Skateboard Committee, nothing
should be done at this time to change the status of
skateboards.
The Carlsbad Mayor's Youth Committee proposes the following
,regualtions concerning'skntebaords used within the Carlsbad
City limits.
Skateboards should be prohibited from use in the following areas:
(1) Business districts (streets and sidewalks)
(2) Public plazas
(3) School Grounds during school hours
(4) Residential sidewalks
(5) Freeway tunnel walls (example -Tunnel under Highway 5 on Chestnut:)
(6) Skateboards are also prohibited on the following streets:
Chestnut; from El Camino to Monroe St.
Park from Tamarack to Hillside
f Basswood from Donna to Seacrest "
• Skyline from Westhaven to Alder
Any part of Sierra Morena
Tamarack from Highland to Jefferson will be considered in ' a,business district
Skateboard will be allowed on residential streets' from 9 A'•F until
5 PM. All traffic signs and laws must be obeyed. Skateboards
must be walked across pedes'(rian crossings.

lst offense - issuance of a citation (warning)
2nd offense - issuance of a citation, $5.00 fine
3rd offense - issuance of a citation, 30 day conficeation of
akateboard
Any offense beyond this will be handled on an individual basis by
tha Carlsbad Police Department.

1. A2proval of Minates
The minutes of the October 7, 1975 meeting were approved as submitted.
2. Yield Sign for On -ramp from La Costa Downs to Carlsbad Boulevard
The Commission reviewed both the interchanges of La Costa Downs and
Ponto Drive at Carlsbad Boulevard, and found the existing signing to
be all that was necessary for the efficient and safe movement of
traffic on the on -ramps.

After reviewing the traffic volumes and sight distances (there were
no recorded accidents) at these intersections, the Commission recom-
mended that a YIELD sign be installed on Altisma Way at Alicante Road
facing westbound traffic.
A. The Use of Skateboards Within the City
The Commission acknowledges that the use of skateboards within the City
presents a potentially hazardous situation. However, it appears to
the Commission that not enough evidence has been presented to prohibit
the use of skateboards on City property. As with the bicycle, the
skateboard is providing a very real and legitimate form of recreation
and transportation. Therefore, after a field review and lengthy dis-
cussion, the Commission recommended against prohibiting the use of
skateboards anywhere within the City at this time. If an unusually
hazardous situation is created in a particular area, the Commission
will review and treat it as an individual problem.
5 Request to Change Times for No Parking on the city's Beach Parkinq Lot
In order to allow fishermen and others to use the beach before 6AM and
after midnight, and still eliminate overnight parking and camping in
the city's beach parking lot across from the SDG&E plant, the Commission
recommended against changing the existing times of the No Parking zone
from 2:00-4:OOAM to 12:00-6:00AM.
