Statement of the Matter

The City Council has received and considered information concerning
paramedic emergency service. The City staff has participated in
conferences with the County of San Diego and other North San Diego
County government agencies in an attempt to determine a need for
the service and the economic feasibility of instituting this
service within cities. The results of both of these efforts
are framed in two questions.
One, is there an identifiable need?
Two, Is it economically feasible for individual local governments
to provide the service once need is established?
The question of need is open to debate.
The question of economic feasibility is not. The population of
North County cities individually is not sufficient to support
the service. An agency which includes these cities would appear
a logical alternative. To preclude creating another level of
government, it would seem rational to utilize an existing agency.
Such an agency exists in the Tri City Hospital and its district.

12-18-75 Resolution #3813, requesting the directors of the Tri-
- City Hospital District to serve as the agency for the initiation
and operation of emergency Paramedic Service for municipalities
within Tri-City Hospital District, was adopted by title only.

REQUESTING THE DIRECTORS OF THE TRT_-
CITY HOSPITAL DISTRICT TO SERVE AS

THE AGENCY FOR THE INITIATION AND
OPERATION OF EMERGENCY PARAMEDIC

SERVICE FOR MUNICIPALITIES WITHIN
TRI-CITY HOSPITAL DISTRICT.

WHEREAS, the provision of emergency paramedic service has
8
been considered by the cities of North San Diego; and
9

WHEREAS, the question of individual city need has not been
10
definitely resolved; and
11
WHEREAS, it may not be considered economically feasible for
12
each city to .initiate and provide such service independently; and
13
WHEREAS, an existing special district government agency does
14
exist which overlays the cities concerned, nanely the Tri-City
15
",ospital district;
16
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
17
City of Carlsbad, California that:

1. The above statements are true and correct.

2. The City Council of the City of Carlsbad, California
20
requests the City Councils of Oceanside, Vista and San Marcos,
21
California to join together in requesting the Directors of the Tri-
22
City Hospital District to serve as the agency for the initiation,
23
establishment, maintenance, operation and management of emergency
24
paramedic service for all municipalities lying within the
25
boundaries of the Tri-City Hospital District if it is determined
26
that such a service is needed in North County.
