LOTS 183, 186, 189 and. 190 OF SANTA FE GLENS. (CT 73-2)

Statement of the Matter - The City. of
easement over eight lots contained in Santa Fe Glen's subdivision,
Rancho La Costa, Map # 8059 The purposes of the Open Space
easements were to provide pedestrian access to school facilities and major
Open Space facilities anticipated within the residential area within
Santa Fe Glens.
The staff has conducted a review of the lots over which the Open Space
easements were recorded and is recommending to the City Council that
only four of the eight lots (lots 184, .185, 187 and 188) be retained and
improved for pedestrian access to school sites and major Open Space
areas. Therefore, the staff recommends that Open Space easements re-
corded on Lots 183, 186, 189 and 190 be vacated inasmuch as it is the
staff's opinion, that the aforementioned lots will not serve to promote
any higher level of effective pedestrian access to the school site or
to the major Open Spaces from the neighborhood residential areas. The
matter has been reviewed by the affected City departments and all concur
with the above recommendation.

MEMORANDUM
November 18, 1975

FROM: PARKS & RECREATION DIRECTOR and
PLANNING DIRECTOR
SUBJECT: SANTA FE GLENS
Pursuant to your request, the Parks and Recreation Director and
Planning Director have reviewed the requirements for parkway im-
provements on the eight (8) lots currently identified as Open
Space easements in Santa Fe Glens subdivision. Our conclusion
is as follows:
1. That La Costa Land Company request the City to vacate the
Open Space easements recorded for lots 183, 186, 189 and
190. H is our opinion that the aforementioned lots would
not serve to promote any higher level of pedestrian access
to the school site from the residential areas.
2U The following comments should be included in the plans and
specifications for improvement of the parkway areas remain-
ing on lots 184, 185, 187 and 188:
a. Recommend automated irrigation system.
b. Recommend the addition of a humectant such as Dow Chemical's
HL 80 applied at 20 gallons per acre.
c. l/sfould like to be notified upon commencing of concrete flat
work:, irrigation installation and hydroseeding.
Kt° •d. Recommend a four (4) ft. chain link fence be placed along
lots 184, 185, 187 and 188 which are identified as accesses.
e. Recommend the rate of development control the construction
Of lots 134, 185, 187 and 188.
At such time as La Costa Land Company concurs and meets the above
recommendations, building permits should be issued in accordance
with City policy.
