Subject.: FIRE STATION NO. 3 - CONTRACT 0 Statement of the Matter In 1966, the City purchased Lot 1 of El Camino Mesa, Unit No. 1 for the purpose of constructing a fire station. The Planning Com- mission approved CUP No. 112 for the project on October 15, 1975. The firm of Ferguson di Girolamo Maas engaged to prepare.a design which was completed in 1973. The plans are being modified by the Engineering Department to reflect current conditions and building codes. Sharing Funds are available in the 1974 Revenue Sharing account in the amount of $10,000.00 for the fire station construction, and addi- tional $8;400.00 has been budgeted for furnishings. An additional $25,000.00 + is nee3ed to provide sufficient monies to complete the project. The additional $25,000.00 is available in the 1974 Revenue Sharing account for City participation in the Tri-City Training•Facility. Exhibits 1. The Finance Director was instructed to revise 1974 Revenue Sharing budget to provide $94,850 for Fire Station No. 3 & eliminate the Tri-City's Training Facility from budget. I MEMORANDUM December 29, 1975 TO: City Manager FROM: City Engineer SUBJECT: Fire Station Number 3 - City Contract No. 1029 (southeast corner of E1 Camino Real and Chestnut) BACKGROUND In 1966, the City purchased Lot 1 of E1 Camino Mesa, Unit No. 1 subdivision for the purpose of constructing a fire station. The Purchase price of this lot was $7,500.00. In 1973, the City contracted the architectural firm of Ferguson di Girolamo and Associates to prepare plans and specifications for the subject Fire station. The fee $5,200.00. for these services was In 1974, the City budgeted $78,400.0o ($70,000 for the fire station and $8,400 for furnishings) from Revenue Sharing funds for the construction of the fire station but staff was directed ,not to proceed with the project while consideration was given to alternate sites and solutions. In 1975, the project was given the go-ahead and several public informational meetings were held with Bill Baldwin and residents of the El Camino Mesa neighborhood. On October 15, 1975, the Planning Commission granted conditional use permit number 112 for the proposed fire station and the project was assigned to my department to administer the construction contract. process of preparing an agenda bill for the City CounWe are in the cil meeting of January 6, 1976, asking for approval of the plans and specifi- cations and authorizing the City Clerk to advertise for bids. DISCUSSION We are in the process of modifying the architects plans and speci- fications to put into biddable form. This work includes adding Plumbing, electrical and site plan details to more specifically identify the extent of the work to be performed. The estimate for the total cost of the construction contract is $94,850.00 while only $70,000.00 has been budgeted. Engineers Estimate). (See attached MEMORANDUM, City Manager December 29, 1975 Page 2 It is estimated, then, that approximately $25,000.00 additional funding will be required in order to proceed with the construction contract. I have discussed this with the Fire Chief and Finance Director and it is my recommendation that: RECOMMENDATION I. That the City proceed to advertize for bids on January 6, 1976. 2. That the $25,000.00 Revenue Sharing Funds of 1974 which have been encumbered for the specific purpose of funding Carlsbad's Anticipated share of a Tri-City Fire College be authorized to be utilized for the Fire Station No. 3. It is further recommended that, depending on the results of the competitive bidding, should there be need for additional funds, that the additional funding come from the unappropriated reserves of the General Fun3. ATTACHMENT (1) 0 I RESOLUTION NO. 3824 2 A RESOLUTION OF THE CITY COUNC!L OF THE CITY OF CARLSBAD, CALIFORNIA, APPROVING 3 PLANS AND SPECIFICATIONS AND AUTHORIZING THE CITY CLERK TO INVITE BIDS FOR THE 4 CONSTRUCTION OF FIRE STATION NO. 3. 5 CONTRACT NO. 1029 6 WHEREAS, the City Council of the City of Carlsbad has deter- 7 mined that it is necessary and in the public interest to construct 8 a third fire station in the City; and 9 WHEREAS, plans and specifications for the furnishing of all 10 labor, material, tools, equipment, transportation and other 11 expense necessary or incidental for said project, Contract No. 1029 12 have been prepared and filed in the Engineering Department of the 13 City of Carlsbad and are incorporated by reference herein; 14 NOW, THEREFORE, BE IT RESOLVED by the Council of the City 15 of Carlsbad, California, as follows: 16 1. That the above recitations are true and correct. 17 2. That the plans and specifications as presented are hereby 18 approved. 19 3.
