DOWNTOWN REDEVELOPMENT
Statement of the Matter
The City Council has discussed the creation of a redevelopment agency for some time with the intent of developing a project
area and plan to revitalize the downtown area.
of Commerce has also requested the City Council to take that
action. Since this is a specialized area of the law, it will
be useful to retain a redevelopment attorney to work with the City. Total cost of attorney fees may run between $15,000 and
$20,000 to completion of a redevelopment project. Much will depend on the complexities of such a project. The first step of establishing a redevelopment agency will probably be less than $2,000.

Recommendation
Retain a redevelopment attorney and proceed with the establishment
of a redevelopment agency. The Council may wish to retain
Eugene Jacobs who has discussed redevelopment with the Council previously, or the staff can contact other attorneys with expertise in this field.

Dear Mayor Frazee:
The Chamber of Commerce Board of Directors, concurring
with and therefore acting upon the advice of the Chamber's
community development analyst, respectfully requests that
the Carlsbad City Council initiate the action required to es-
tablish a Redevelopment Agency. This action is in accord-
ance with the instructions given to the city staff by the Coun-
cil on March 18, 1975.
Further delay on this matter could be construed as breach
of faith with the downtown merchants inasmuch as assistance
for the central business district was to proceed concurrently
with the expansion of Plaza Camino Real.
