Mgr. -) Subject: RESOLUTION ESTABLISHING TEN CENT FARES (Elderly and Handicapped) NORTH COUNTY TRANSIT SYSTEM (City of Oceanside, Operator) Statement of the Matter The City Council of the City of Oceanside, the operator of the North County Transit System, has approved the policy of ten cent fares for the elderly and handicapped persons on transit busses. The North County Transit Development Board has approved this policy in its informal meetings. The elderly age figure has been set at 60 years of age. This is a requirement of the Urban Mass Transportation Administration so that the North County Transit System will be eligible for Section 5 operating and capital assistance monies. The present rate for the elderly as established by the Council is fifteen cents. The cities involved in the North County Transit System are being requested to adopt a Yesolution establishing ten cent fares. The North County Transit Development Board has approved this policy in its informal meeting and, as indicated, the City Council of the City of Oceanside has formally approved this policy. Z 2' 21 RESOLUTION NO. 3819 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, ESTABLISHING -TEN -CENT FARES FOR ELDERLY AND HANDICAPPED PERSONS ON BUSES OPERATED BY THE NORTH COUNTY TRANSIT SYSTEM. - WHEREAS, the Urban, Mass Transportation Administration requires a policy of charging half -fare or less to elderly and handicapped persons on publicly owned transit systems for eligibility for Section 5 operating and capital assistance; and WHEREAS, North County Transit must maintain eligibility for these Federal Funds to support its operation; and WHEREAS, the City Council of the City of Oceanside, the operators of North County Transit, have formally approved the policy of ten -cent fares for elderly and handicapped persons; and WHEREAS, the existing contract between the City of Carlsbad and the City of Oceanside for bus transit service requires that fares within the boundaries of the City of Carlsbad be set by Resolution of the City Council of the City of Carlsbad. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad as follows: 1. That the above recitations are true and correct. 2. That the City Council does.hereby authorize ten -cent fares for elderly and handicapped persons pursuant to the con- tract between the City of Carlsbad and the City of Oceanside for transit bus service.
