Subject: ADOPTION OF AN OVERALL GOALS AND POLICY STATEMENT AS PART OF
THE GENERAL PLAN OF THE CITY OF CARLSBAD (GPA-37).
Statement of the Matter
The City Council at your meeting of January 6, 1976, directed
the City Attorney to prepare the necessary documents approv-
ing an amendment to the General Plan (GPA-37) adopting an
overall goals and policy statement as part of the City of
Carlsbad General Plan. The resolution approving said amendment
is attached.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, AMENDING
THE GENERAL PLAN BY THE ADOPTION OF AN
OVERALL GOALS AND POLICY STATEMENT AS
PART OF THE GENERAL PLAN OF THE CITY OF
CARLSBAD (GPA-37).
WHEREAS, the Planning Commission did on the 26th day of
November, 1975, hold a duly noticed public hearing as prescribed
by law to consider amendments to the General Plan establishing
an overall goals and policy statement; and
WHEREAS, at said public hearing the Planning Commission
did adopt Resolution No. 1205 recommending to the City Council
an amendment to the General Plan (GPA-37) adopting an overall
goals and policy statement as part of the City of Carlsbad
General Plan. Said resolution is on file in the Planning Depart-
ment and is incorporated by reference herein; and
WHEREAS, said amendment has met the requirements of the
City of Carlsbad Environmental Protection Ordinance of 1972 and
has been declared to be of nonsignificant environmental impact;
and
WHEREAS, the City Council, on December 16, 1975, held a
duly advertised public hearing to consider said amendment and has
received the recommendations, objections, protests and comments
of all individuals and parties who desired to be heard;
NOV7, THEREFORE, BE IT RESOLVED by the City Council of
the City of Carlsbad as follows:
1. That the above recitations are true and correct.

2. That the findings of the Planning Commission as set
forth in Planning Commission Resolution No. 1205 constitute the
findings of the City Council.
3. That the General Plan of the City of Carlsbad is
amended by the adoption of an overall goals'and policy statement
consisting of a text marked Exhibit A attached hereto and made
a part hereof.
PASSED, APPROVED AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 20th day of Janaury
1976,-by the following vote, to wit:
AYES: Councilmen Frazee, Chase, Lewis, Skotnicki and Council-
woman Casler.
NOES: None.
ABSENT: None.

GOAL AND POLICY STATEMENTS OF THE GENERAL PLAN
CITY OF CARLSBAD
We, the citizens of Carlsbad, recognizing that we have a
unique opportunity to meet the challenge of the future
development of our City, do adopt the following goals and
policies as part of the General Plan for the City of
Carlsbad: -

GOALS ' -
The goal of the Carlsbad General Plan is to provide for the '
development of Carlsbad as a carefully planned, balanced
community that will provide its citizens with the full
range of physical facilities and human services that will
ensure a life of quality for all.
This goal envisions a community composed of cohesive
neighborhoods and areas of varied size and socio-economic
structure-grouped around an appropriate number of centers
providing community services in a safe, attractive,
pollution-free environment, based on a sound, viable economy.
The.following is a list of Elements of the' General Plan

to the economic means and living styles of all
identifiable segments of the population.

Provide a plan for the conservation, development,
and utilization of the natural resources in the City

preservation and conservation of open space land
within the City.
6) Geologic and Seismic Safety
Reduce loss of life, injuries, damage to property,
and economic and social dislocation resulting
from geologic hazards.

Minimize the impact of noise pollution by provid-
ing compatible land use alternatives end reducing
the level of noise wherever possible.
8} Scenic Highway
Preserve and enhance areas of scenic quality
through the development, establishment, and
protection of .scenic highways. - -
9) Safety
Provide a comprehensive plan to prepare for and
protect against fires, floods, and other major
disasters.
10) " Parks and Recreation
Meet the recreational needs of the community by
providing a system of parks, green belts, land
and water recreation facilities and buildings in
an integrated, useful, attractive and comfortable
environment. . .
11} Public Facilities
Assure that adequate public services and facilities
m. .are available to meet the needs of the existing
and future population of the City.
GENERAL POLICY .STATEMENTS '
1) Each goal contained within the General Plan reflects the
desires of the community. Amendments to the General Plan
shall be limited to those necessary to achieve these goals
or to those reflective of changing goals of the community.

2) The Citizens of Carlsbad shall be afforded the opportunity
to review the entire General Plan annually and recommend
necessary rev isions to the City Council for adoption.
3) An element of the General Plan shall be amended
a maximum of three times per calendar year.
*4) When an amendment is proposed to an element of
the General Plan, the impact of such an action
on each of the other elements shall also be
considered. .
5) Every element of the General Plan shall be
considered when evaluating the conformity of
a proposed project to the Plan.
6). Implementing tools, such as zoning, specific
plans and development plans, shall be consistent
with each element of the General -Plan.
7) If an inconsistency exists between a proposed
project and the General Plan, this inconsistency
"shall be corrected prior to any action by the City.
. " 8) Programs, such as a capital improvement budget,
shall be developed to implement and maintain the
'". goals and policies of the General Plan. •
9) The rate of population growth shall be based on
the City's capacity, to furnish supportive services
Without adversely affecting established areas.-
10) The City shall utilize a design review process to
insure harmony and compatibility of new develop-
ment with existing, land uses.
11) The City shall maintain an informative dialogue
with its citizens in formulating its policies and
actions. . ••'
12) An aggressive attempt shall be made by the City to
implement all of the recommendations of the General
Plan.

the individual elements of the General Plan.
