When Interstate 5 was widened and Pi0 Pic0 Drive relocated, the
City acquired from the State, a small triangular niece of land
just southerly of the intersection of Buena Vista Way at Pi0
Pic0 Drive.
Mr. Howard Bowling contacted the City several months ago with a
request that this land be dedicated to him so that he would have access to the adjoining parcel which he owns. Staff spent time
checking out the situation and determined that it would not be
good traffic control management to so dedicate this piece of property.
Recently, Nr. Bowling addressed a letter to the Council requestj that consideration be given to his request. Staff has again gor
over the request in detail and still recommends that this parcel
not be dedicated. Further, the staff feels that consideration (
this recruest by Council should include the possibility of purcht
rather than granted without fee.
Disposal of the property would require a Planning Commission re!
relative to the General Plan, advising the State, County and Ci-
Park Commissions of intent to sell and receivinq their permissic to sell via a statement that the land is not needed for park
purposes.

SUBJECT: Intersection of Pi0 Pic0 Drive and Buena Vista Way
The attached parcel map shows both the privately-owned parcel
(a), and the City-owned property at the subject intersection. Any alteration of existing traffic control which would provide
for access to property on the west side of Pi0 Pic0 Drive through its curved section would result in a situation which would cause confusion to drivers approaching this area. The reason for this
is due to the inability of an approaching driver to accurately
determine the intentions of a vehicle undergoing a turning move- ment through the curved stretch.
Parcel a, which is zoned to allow office development, could
generate enough traffic to accentuate this problem.
It is staff's recommendation to maintain the existing traffic control devices in their present configuration.
The existing guard rail. at its northerly end could be shortened
sufficiently to allow access to Parcel a at its southerly end, but north of the 20 foot easement to the County. Although staff recommendation would be to encourage access to Parcel a along
its northerly boundary, the southerly access would be an acceptab. compromise.

SUBJECT: Intersection of Pi0 Pic0 Dr. and Buena Vista Way
Attached is the parcel map indicating that the property in the southwest quadrant of the intersection of Pi0 Pic0 Dr.
and Buena Vista Way belongs to the City of Carlsbad,
I would recommend that we not relinquish this property because
of t‘ne potential traffic hazard that would be created if the roadway geometrics were changed. Currently, there is a guard-
rail along the west side of Pi0 Pic0 Dr. at this intersection to prevent any vehicles from inadvertently veering into the freeway. Also, this section of Pi0 Pic0 Dr. is on a curve.
As traffic increases on Pi0 Pic0 Dr., it will be important
that this “T” intersection retain its geornetrics and not
have any access or driveways west of the intersection.
