Subject: APPROVAL OF SPEC1 FICATIONS FOR AN EMERGENCY GENERATOR . Statement of the Matter The City Council adopted Resolution 3811 on December 16, 1975, approving consultant services for the preparation of specifications and assistance in bid review for a generator to provide emergency power at the sewer lift stations. The consultant has prepared specifications which have been reviewed and approved by staff. estimates cost of the generator to be approximately $21,000. He has further recom- mended that the Home Plant Station and Foxy's Station be modified prior to delivery of the generator, - other stations will require modification some time after delivery, but can be accomplished on a lower priority basis. Modification of Home Plant and Foxy's will require approximately $3,000. stations will be completed as a part of the consultant contract'and it*is expected that city forces can make the electrical. modification. Engineering work related to revisions of the various sewage pumping stations to follow within 30 days after approval of the design concepts, -Revisions/changes/additions to the "Home Plant" and "Foxy's Landing" pumping station should be completed before delivery of the new generator unit. pri ori ty "Home Plant" additions to take 3 copies of the proposed specifications and cost estimates for the generator set were presented to Mr, Greer for study and review. Engine-generator design: The feasibility and costs of providing two generators was discussed and the decision arrived at, to provide one gen- erator unit at this time which will service all existing pumping stations. A 2nd smaller unit would be considered at some future date as the need demanded, Mr. O'Neill then proposed and recommended a generator set sized to handle the existing maximum pumping loads, Reason for not sizing a generator set to serve 3 - 30 Hp pumps, (2 existing & 1 future) at Foxy's Landing, the installation of the 3rd future pump would function as a standby pump in the event one of the other 2 pumps failed to operate. In the event of a power outage, 2 pumps operating on emergency power will handle all pumping requirements in the forseeable future estimated at 10 to 15 years. Mr. O'Neill proposed and recommended that the new generator unit be parked and maintained at the "Home Plant" pump station, That automatic power transfer facilities (switch) be provided at the "Home Plant" since all indications show this pumping facility is the most critical relating to length of time of an outage, The other pumping stations would be provided with manual power tra.nsfer switches, The proposed generator unit would not require an expensive auto- matic transfer switch with this design concept. Specification items were reviewed regarding coordination of functions of the individual pump stations and the proposed generator unit. Mr. Greer requested a list of at least 3 qualified bidders. That the above recitations are true and correct. 2. That the specifications as presented are hereby approved. 3. That the City Clerk of the City of Carlsbad is hereby authorized and directed to proceed to publish in accordance with law, notice to contractors inviting bids for generators to provide emergency power to sewer lift stations, hereinafter described, in accordance with the specifications hereabove referred to.
