DATE: March 16, 1976 c Atty " DEPARTMENT: Planning C. Mgr. Subject: REQUEST FOR CONSIDERATION OF PROPOSED SIGN ORDINANCE REVISION Statement of the Matter By letter dated February 17, 1976, Mr. Robert 'Knauf, representing the Tri-City Auto Dealers' Association, requested Council consideration on alternative sign regu- lations for free standing signs. The staff has prepared a proposed sign ordinance revision which was discussed at an earlier City Council workshop. Since that original discussion the matter has been before the Council at workshop sessions but time has not allowed the completion of the work. Recently, there have been a number of court cases concerning signing which the City Attorney is reviewing in conjunction with his review of the proposed Sign Ordinance. It is anticipated that it will be another several months before staff is prepared to place this' item on the Council agenda again. • • Exhibit Letter from Robert Knauf dated 2-17-76 Recommendation The City Council may wish to follow one of two alternatives: 1. Refer Mri Knauf's letter to the staff for consideration and comment when the Sign Ordinance is returned to the City Council. 2. If the Council feels that consideration should be given to this request at an earlier date, they may wish to refer to the staff for report and set the matter to hearing before the Planning Commission for consideration of amending the existing Sign Ordinance. COUNCIL ACTION 3/16/76 A motion was made that this.matter be referred to staff for report and set the matter to hearing before the Planning Commission for consideration of amending the existing Sign Ordinance. The reason for the request is that the length of frontage on Paseo del Norte combined with as many as three franchises requires an alteration to permit a modest announcement of the line of cars available. The factories are very much involved which creates some complications. For instance, Hoehn Motors has three separate franchises, Mercedes-Benz, Oldsmobile and Honda. Each manufacturer has a distinct logo not to be displayed on the same mounting as another franchise. Hoehn Motors has over 400 feet of frontage on Paseo del Norte. You will note that a Mercedes-Benz logo sign is located on the dealership location now and is extremely low-key and in proper decor . We propose an alteration to the sign ordinance which would permit a freestanding (pole) sign or monument sign for each franchise of a business per 100 feet of frontage on any road. This would apply to all businesses but it is doubtful that many businesses will have 100 feet of frontage for each franchise in order to qualify. The modification would probably fit in Chapter 21.28 or 21.30, or both. Please let me know if there are any questions and if there is any way in which the Auto Center can help your staff. The Honorable City Council 2.February 11, 1976 As you know, the sales tax from the Auto Center is important income and the dealers now know they are losing sales for lack of identification. Very truly yours, FEIST, VEJJPTp?, KNAUF AND LOY auf cc: Tri-City Auto Center
