Statement of the Matter
The construction of a storm drain and sanitary sewer in the Elm Avenue
right of way is essential to drain low lying areas in the vicinity of
Elm and Valley Streets. Due to the extreme depth of these facilities
they must be installed prior to the street construction. At the
present time $216,000 is appropriated in the Gas Tax Fund for the
construction of Elm Avenue but no funds have been budgeted for the storm drain and sewer construction which is estimated at $244,000.
The project schedule is as follows:

Exhibit "1" suggests two possible methods of funding the additional
$244,000 for the storm drain and sanitary sewer depending on the 'award
of contract in this fiscal year or 1976-77 fiscal year.

Recommendation
Adopt a motion; 1) directing the staff to prepare the plans and
specifications for the Elm Avenue Extension Project to include
the necessary storm drain and sanitary sewer system, and to schedule
the award of contract in July, 1976; 2) approving in concept the
modifications to the proposed 1976-77 Capital Improvement Program
as outlined in Exhibit "1".

SUBJECT: Elm Avenue extension storm drain and sewer
requirements
Studies have been made of the various methods of providing storm
drain and sewer service to the low-lying lands surrounding Elm
Avenue between Highland and Valley. The most cost-effective
method is the construction of deep (40 feet -1 gravity lines draining easterly to the intersection of Elm and Monroe. The excavation for these deep lines can be accommodated within the
Elm Avenue right of way, but must precede any roadwork. At the
present time $216,000.00 is appropriated in the Gas Tax Fund for
the construction of Elm Avenue but no funds have been budgeted for the storm drain and sewer construction which is estimated at $244,000.00 additional. The gas tax money may not be used
for this purpose, therefore, before Elm Avenue can be constructed
it will be necessary to guarantee that funds will be available at
the time the contract is let for the sewer and storm drain. It is anticipated that the City will be in a position to go to bid
and award a construction contract shortly before or shortly after
July 1, 1976. The staff is reluctant to recommend a transfer of
funds from various unappropriated reserves at this time but if a
contract is let prior to July 1, 1976 it may be necessary to make
those transfers. Funds are available from the following sources:
Sewer Construction Funds $100,000.00
Parks and Boulevard Funds 60,000.00
Revenue Sharing 84,000.00
Total $244,000.00
Since no additional road construction funds are ncc:cssnry* -to complete Elm Avenue from Valley to Donna, it is recommended that the following
changes be made to the summary sheet for the proposed 1976-77 Capital
Improvement Program:
