1976-78 FEDERAL AID URBAN PROGRAM
Statement of the Matter
The Federal Aid Urban Program is set up for a two year -period
with provisions for updating the program each year. Projects
for the City of Carlsbad,.previously approved by the Council;
were submitted in December 1975.
On April 15, 1976, the City was advised that the deadline for
prpject submittals for 1976-78 FAq Program was re-established
to April 30, 1976. The projects previously approved by the
City Council were resubmitted and two `traffic signal prcjects
were added. The two traffic signal projects were approved by
the Council as part of the 76-77 Capital Improvements Program
but were not included in the previously approved FAU Program.
Since traffic signal projects do not compete with other
construction projects, the addition of these two projects will
not affect the five council approved projects. The FAU project
list also serves as an update to the CPO Transportation"
Improvement Program (TIP) 1976-1980 which is updated annually
in June.

Recommendation
Approve the .revised projects,list submitted by City for the 1976-78
Federal Aid Urban Program and CPO Transportation Improvement Program
(1976-1980). -

Transportation Improvement Program for 1976-80 was approved.

At the April 15, 1976 Thoroughfare Advisory Committee meeting,. two items were
approved that affect the FAU funding program for 19� 76-77. These items are dis-
cussed as follows:
1. 1976-78 FAU Program_ Deadlines
a. Deadline for FAU Project Submittals
(including rating data) April 30
b. Thoroughfare Staff Rates Projects April 30 - May 13
a. THAC Approves 1976-78 FAU Program May 13 (Meeting)
d. Submit'1976-78 FAU Program to Local Agencies May 14
e. Local Agencies Approve 1976-78 FAU Program by June 16
2. July TIP Update - ACTION REQUIRED
Before July 1, the CPO must sulxnit a TIP Update as well as a new 19'1 77
TIP Annual Element. Jim Lamb of F7IWA made it clear that in order to .aceive
FAU funding for Design, ROW, Construction of a project, each is required to
be in the annual Element for the year in which approval is requested.
In order for CPO to prepare a July TIP Update in this natter, it will be
necessary for each agency to submit information on the status of all projects
in the current 1973-76 FAU Program. (see attached list for projects

a package to CPO.

t (FAU) Funds.
'in November of 1975, the City Council approved a staff recommend-
ation to request priority funding for the 1976-78 FAU Program of
the Federal Highway Act of 1,75. Five projects were approved and
submitted (see enclosure (1).
Since that time, delays in the enactment of the Federal Highway
Act of 1975 (just recently signed into law) has resulted in a new
and recently established deadline for applications to be submit-
ted to the Thoroughfare Advisory Committee (deadline = April. 30,
1975;. It is our intention to resubmit the five projects again,
plus two additional projects.
The two additional projects are traffic signal projects as follows:
1. Elm Avenue/1-5 ramps/Pia Pico.
2. Elm Avenue/Roosevelt.
the Elm Avenue/Roosevelt project has been reviewed by City Council
at the recent C.I.P. study sesseion, as has the Elm/Pio Pico pro-
ject.
The Elm/Pio Pico traffic signal is proposed in the 1976-77 C.I.P.
in the amount of $55,000. The I-5/Elm Avenue off -on ramps are
really the responsibility of CalTran3 and meet traffic signal
warrants now. CalTrans cannot fund even the 17% matching funds
for these signals. Because the City most probably would not
qualify for FAU funding for Pio Pico/F-m Avenue as an individual
project and since all signals should a constructed as an inte-
grated system, it is proposed to request a combined project of
approximately $180;000 for the three signal system with Carlsbad
funding the entire local share of $30,000 - $35,000. This would
be significantly less expensive then funding 100% of the Elm/Pio
Rico traffic signal. If you see a problem with this approach, we
can informally withdraw this application in the next few weeks.

In addition, one of the previously submitted projects, Carlsbad
Boulevard, Agua Hedionda Bridge, has been modified to include the
widening to four lanes from Tamarack Avenue to Cannon Road in
order to take advantage of SAG&E participat3An of approximately
$230,000. This $230,000 would be 90% of the City's share of the
expanded projeck.
Nis would propose to submit an-agenda*bill to the City Council on
May 18, 1976 regarding the seven projects. -
Formal acceptance of the 'final prioritized FAU funding list will
be presented to all cities for approval prior to July 1, 1976,
in order to meet CPO and Federal Highway Admiulatration deadlines.
